1. THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL.  NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME.2. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government.Offerors will be required to provide verification of such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer.STATUS OF FORCES AGREEMENT: The U.S. Government
will NOT offer “United States Official Contractor” status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as “Members of the Civilian Component” under Article I(b) of the SOFA.3. This procurement will be issued using Sealed Bidding procedure with the intent to award an Indefinite Delivery Indefinite Quantity (IDIQ) construction contract for the project entitled “IDIQ EXTERIOR/INTERIOR PAINTING AND MISCELLANEOUS REPAIRS OF SINGLE AND MULTIPLE STORY FACILITIES AT VARIOUS U.S. GOVERNMENT INSTALLATIONS, OKINAWA, JAPAN.” Projects include exterior/interior painting work at the U. S. Marine Corps Base Camp Butler: Northern, Southern, Central Camps and Ie Shima (Ie Jima). Northern Camps are Jungle Warfare Training Center (JWTC)/Camp Gonsalves, Northern TrainingArea (NTA), Central Training Area (CTA), Hansen, Schwab, Kin Blue Beach, and Henoko. Central Camps are Courtney, McTureous, Torii Station, Kadena Air Base (facilities under MCB Butler), Lester, Taiyo Golf Course and Foster. Ie Shima is an installation within IeJima, Southern Camps are Kinser and Marine Corps Air Station Futenma.Commander Fleet Activities Okinawa (CFAO): Kadena Air Base facilities under CFAO, Camp Shields, White Beach, Awase Communication Station, Kin Red Beach, and Tengan Pier.  Others: Fort Buckner, U.S. Naval Hospital at Camp Lester, New Naval Hospital at Camp Foster and branch medical/dental clinics located at Camp Schwab, Camp Hansen, Camp Courtney, Camp Kinser, Camp Foster and MCAS Futenma.4. The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, engineering, and transportation, except otherwise specified herein, necessary to perform Task Order requirements under the contract.5. The Government intends to award a single IDIQ contract. This IDIQ contract with a base period of five (5) years with a three (3) option year period for a total of ninety six (96) months. A minimum guarantee of JPY266,133/$2,500.6. Task Order Limitation: The minimum order is in an amount of less than JPY250,000, and maximum order is JPY300,000,000.7. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price only factors.8. Interested offerors can view and/or download the solicitation from Sam.gov Online at website https://sam.gov/ when it becomes available on or about 25 October 2021.Hard copies will not be provided. It is the contractor’s responsibility to check the websites daily for any amendments to this solicitation. All interested offerors shall register at the website https://sam.gov/.All offerors (i.e., whether individually or as a joint venture, etc.) responding to this solicitation must be registered in the System for Award Management (SAM) database to be eligible for award. Offerors with no active SAM registration upon receipt of their offer/quotation/bid shall be considered ineligible for award.9. The information being requested does not constitute a Request for Proposal or a commitment on the part of the government to award a contract, nor to pay for any costs incurred as a result in replying to this notice.
