Questions should be submitted NO LATER than May 17, 2017, by noon (12:00 p.m. ET). Your proposal should be submitted by June 9, 2017, by close of business (4:30 p.m. EDT). Your proposal should include two separate documents, your technical proposal and your business proposal, and should be e-mailed to the Purchasing Agent at
lml3@cdc.gov. In your technical proposal please address all segments of the Statement of Work and describe any methodology and procedures necessary. There is no special font or page length requirement Your technical proposal need not be lengthy so long as it is complete. In your business proposal you should break out any labor rates for employees working on this project. Travel costs should be broken out separately. This will be a fixed-price award (no time and materials or cost plus fixed fee proposals will be accepted). Award shall be to the company which submits the lowest bid technically acceptable, technical acceptability to be determined by the project officer/COR. At this time, the requirement is reserved for small business only. Large businesses who respond will not be considered. It is your responsibility to monitor FBO for changes to this announcement (posting of questions and answers, extension dates, etc.).

Track Changes 24 proposals were received for this requirement, and 24 technical reviews only were evaluated by the project officer so that price was not a factor in the reviews, only the ability of the vendor to perform the focus group portion of the requirement, followed by the video portion. Only after the technical scoring was complete did the project officer see the business proposals. Further questions were then asked of several of the ten vendors (to confirm details) with the highest technical scores. The final decision was based on lowest price technically acceptable.
