PURPOSE:Sources Sought Notices (herein referred to as a Request for Information) are issued by the Department of State (DOS) when performing market research to determine industry interest and capabilities.The Department of State is interested in the capabilities of small businesses to perform the services. This is a Request for Information (RFI) announcement only. This is not a solicitation or request for proposal and in no way commits the Government to award a contract. The Government does not intend to award a contract based solely on the submission of this Request for Information nor does it intend to pay for any costs incurred in response to this announcement. The Department of State reserves the right to terminate this request and change its requirements if needed. Responding to this Request for Information does
not guarantee participation in future Department activities. Responses to the RFI will not be returned.In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI will assist the DOS in determining the potential level of interest, competition adequacy, and technical capabilities of commercial industry to provide the required products and services. The Government does not guarantee any action beyond this RFI.2. BACKGROUND:The Bureau of Information Resource Management (IRM) is charged with rapidly and securely delivering knowledge resources and Information Technology services that enable the Department of State's diplomats worldwide to accomplish the foreign affairs mission of the United States. IRM supports over 300 sites, and 280 missions worldwide. The Enterprise Network Management (ENM) Office is responsible for providing Enterprise Network Management and Bandwidth Services globally to more than 280 missions around the world. The Service Strategy Office needs critical IT and Portfolio Management services that include support for the Department's Re-design efforts.At this time, the Department is seeking sources capable of providing services which will strengthen IRM/OPS/ENM technical and portfolio management functions, while providing access to a deep pool of highly qualified subject matter experts who are available on short notice and for IT projects of various durations and size.Business Size: SmallFacility Clearance Requirement: TOP SECRETPersonnel Security Clearance Requirement: Top Secret and Interim Top SecretRequired NAICS Code: 541611, Administrative Management and General Management Consulting ServicesOrganizational Conflict of Interest: The Contractor will be expected to support the Government in independently measuring Vanguard contract performance, advising on the performance of work and resulting funding under the contracts, and will be required to access Vanguard acquisition sensitive data on a continuous basis. Furthermore, the SSO service provider must be independent of other service teams within IRM to allow them to serve as an impartial party when performing performance assessments activities. Therefore, IRM stipulate that bids from companies who are Prime Contractors or Sub-Contractors under Vanguard contracts will not be considered for award as a prime contract holder under future Service Strategy Office awards, as they are considered by the Government to have an inherent Organizational Conflict of Interest (OCI).Department of State experience: Required past experience supporting Department of State and preferably IRM.3. Requirements:The U. S. Department of State, Bureau of Information Resource Management, Enterprise Network Management (ENM), requires IT and Portfolio management support for the Service Strategy Office (SSO), which will provide enterprise level Information Technology (IT) services. The following are the Service Strategy Office Support Service requirements:• Business Consulting Services• Continual Service Improvement• Bandwidth Provisioning• Requirements Analysis• Risk Assessment and Management• Financial Analysis, Tracking and Reporting• Acquisition Management and Support• IT Security Compliance• FISMA Implementation Support• Enterprise Architecture and Network Management• SharePoint Design, Development, and Administration• Requirements Analysis, Design, Coding, and Testing• Lifecycle Asset Management• Enterprise Architecture Planning• Cyber Security Support• Special Projects SupportHistorically, these services have required the provision of many different consultant (labor) categories, and more than 54,000 consultant (labor) hours per year. A contractor would have to be capable of delivering well-qualified and cleared consultants on day one of the contract.Security Requirements:Clearance: The contractor will, in some instances, be required to hold or obtain security clearances, at the Top Secret and Interim Top Secret clearance level, for all personnel (including subcontractors) working on the program. This clearance level requires that the contractor support staff adhere to all Governmental clearance requirements.FIPS PUB 200: The minimum security requirements as defined through the use of the security controls in accordance with the National Institute of Standards and Technology Special Publication (NIST SP 800-53).RESPONSE INSTRUCTIONS: RFI responses should conform to the format below and provide the following information:Section 1 - Cover Letter. The cover letter shall include the following:a. Company information - Include company name, point of contact and contact information (name, address, phone number, website URL, if available, email address, and fax number), Cage Code, DUNS Number, and a short description of the company (history, experience in similar identity management systems, etc.), and any current Facility Clearance Level;b. Certifications - Include any certifications the company and/or its key personnel hold including, but not limited to Program/Project Management Professional (PMI), International Organization for Standardization, and Capability Maturity Model Integration (CMMI), Certified Information Systems Security Professional (CISSP), Earned Value Management Professional Certification (EVMP);c. Current Security Clearance level (if any);d. Do not submit cost or price information with the response;e. List GWACs available for use by Company andf. Small and Disadvantaged Business categorization(s) under NAICS Code 541611, if applicable.Section 2 -Sample Service/Capability Statement. The purpose of this section is to provide information that will assist the State Department to decide how to contract for the required services. The ENM Directorate of the IRM Bureau requires support in IT Management and Portfolio Support as indicated in the Requirements section above. For each of these services (as applicable to your company), provide a description of your corporate capabilities regarding each of the services. Additionally, describe you capability to deliver a large number of well-qualified consultants for the required services on day one of the contract. Section 3 - Past Performance. Please briefly describe at least one and no more than three of your projects/contracts of similar size and scope description of where and how you have provided these services in the past. Within the page count described above, you may include as many examples as necessary to convey the breadth and depth of your corporate capabilities. Please include:i) Client organization and point(s) of contactii) Brief description of the scope of the work and the results achievediii) Contract and task order numberiv) Dollar value of services providedv) State whether your company was a prime or sub-contractorSUBMISSION INSTRUCTIONS: Responses to this RFI shall be limited to 20 letter-size pages, single-spaced, MS Word or PDF format, Times New Roman 12-point font. Text included in graphics, tables, and figures can be no smaller than 9 point. The cover page, cover letter, and table of contents, are not included in the total page count. The submissions shall be in sufficient detail and clarity to provide DOS with the information it needs to assess the capabilities of responding vendors. Please be advised that all submissions become Government property and will not be returned.The Government will not entertain telephone calls or questions for this RFI.Please provide an electronic version of your written response to: Glenn Thuman (acquisition consultant contractor) at thumanwg@state.gov, no later than February 21, 2018.
