This is a non-personal services contract to provide pest management services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall perform scheduled and unscheduled Pest Management Services for public health pests for real property, administrative buildings, troop barracks, medical clinics, dining facilities, athletic fields, childcare facilities, food preparation, serving facilities, miscellaneous buildings facilities, and grounds. Pests are: a nuisance, invasive species, or disease vector such as arthropods, stray dogs, stray cats, birds, rodents, nematodes, fungi, bacteria, viruses, algae, snails, marine borers, snakes, weeds, and other organisms that adversely affect readiness, military operations, or the well-being of personnel and animals; attack or damage real property, supplies, equipment, or vegetation; or are otherwise undesirable. A disease vector is any agent capable of transmitting the causative agent of a human disease; serving as an intermediate or reservoir host of a pathogenic organism; or producing human discomfort or injury, including (but not limited to) mosquitoes, flies, ticks, mites, snails, and rodents. The Contractor shall not have pest control responsibility for the Fort Benning Golf Course grounds, the Family Housing areas, or pests outside of cantonment
