The  U.S. Department of Agriculture (USDA), Animal Plant Health Inspection Services( APHIS), Plant Protection and Quarantine (PPQ), Pale Cyst Nematode  Program  (PCN)  in  Idaho Falls, ID  is in need of a  firm fixed-price commercial contract for laundry services to wash backpacks, lab coats, and rags. Laundry to be picked up and returned on a weekly basis.   The period of performance is from date of award and not to exceed five years.  Pricing shall include all costs necessary to accomplish the services in the statement of work (including but not limited to: overhead, general and administrative, profit, insurance, transportation, labor hours, equipment and supplies)The PCN program requires laundry service throughout the year; however, the article type, and article quantity varies by season. System (NAICS) Code is    812332 - Industrial Launderers.   The Small Business Standard Size is  $ 41.5 million.  The solicitation will be issued as a 100% Small Business  Set Aside.  PLEASE CHECK  location address and be sure transportation cost is feasible.  There will be no reimbursement for transportation or communication costs for this location.FAR 19.703 Eligibility requirements for participating in the program.A Subcontractor  for these services must be considered small for the size standard under the NAICS code of the prime contractor assigning  the subcontract.  In accordance with Federal Acquisition Regulation (FAR) 19.703 (a) and (a) (1) Eligibility requirements for participating in the program.Background:APHIS conducts surveys for pale cyst nematode (PCN) on cropland across the State of Idaho, providing an eradication program to land owners/managers. Lab coats, rags, and backpacks are used for PCN operations to assist field crews and lab personnel in achieving the mission of USDA/APHIS/PPQ.Backpacks and rags are used for field crews to serve various purposes. Crew members each carry a backpack and store their lunches, water, sunscreen, and other supplies that are necessary to have in remote fields where no other resources are readily available. Backpacks are also used to carry soil samples that are collected for scientific study back to field vehicles. Rags are used in survey to wipe down government vehicles and sanitation bins after being in possibly infested fields to ensure proper sanitation and eliminate the spread of PCN.Lab coats and rags are used in our PCN testing lab for various purposes as well. Lab coats are used by lab personnel while testing soil samples to prevent transfer of PCN out of the lab. The lab coat acts as a covering of personal clothing that could possible become contaminated with dirt samples and they prevent spillage of soil samples by covering up personal clothing and eliminating the possibility of loose articles to fall in samples or to snags and cause the samples from dropping or being knocked off countertops. Rags are used in the lab to clean microscope slides and beakers. Cotton rags prevent the slides and beakers from being scratched.The PCN season is both spring and fall, weather permitting.  This PO would encompass both seasons. Use of these articles increase and decrease depending on the organizational needs and the amount of testing that is conducted within any given year.
