On- Call Traffic Engineering Services

Description: BACKGROUND AND DESCRIPTION The City of Orinda is situated in the Oakland/Berkeley hills immediately east of the Caldecott Tunnel on Highway 24 in Contra Costa County. The City’s Public Works and Engineering Services Department maintains approximately 93 miles of public right-of-way as well as five two-lane bridges in a semi-rural community with 31 miles of creeks. The City of Orinda plans to select up to five firms to provide on-call Civil Engineering services through June 30, 2026, with the ability for the City Manager to extend the contract for one additional year. The time and materials contract limit is $150,000 with the ability to amend the limit on an as needed basis. The City’s usage of the consultants’ services will be on as-needed basis so if the demand is not there, then the services will not be requested. For each on-call service request, the consultant and the City will agree upon the specific scope of work and cost for that project. The City has the right to

retain other consulting firms in its sole discretion when the City believes there will be an economic or other significant advantage for doing so. Services for each contract will be provided on a negotiated fee basis, per work order. No minimum amount of work is guaranteed under these agreements. Compensation will be based on time and materials with a not-to-exceed limit agreed upon by both Consultant and City before work begins. Work may include, but is not limited to the following: Analyze implementation of traffic control devicesConduct traffic counts, accident data gathering and analysisPerform safety analysis of roadways/intersection/crosswalks/etc. for vehicles, pedestrians, and bicyclistsReview and recommend traffic calming measuresReview and recommend traffic congestion relief measures or lane reconfigurationsPrepare signing and striping plans including any necessary specificationsPrepare traffic signal modification plansPrepare traffic control plansPerform speed radar surveys to establish appropriate speed limitsPrepare traffic signal/stop sign warrant analysis reportsPrepare studies to update or establish a mitigation fee programPrepare and implement transportation demand management programsPerform traffic modeling to generate simulations/projections for City projects or proposed development projects in conformance with CEQA and/or NEPA including both project-specific and cumulative impactsAnalyze parking impacts from proposed development projectsGenerally advise City staff on potential traffic control measuresOn special occasion attend and advise the Traffic Safety Advisory CommitteeOn special occasion, attend City Council and Planning Commission meetings as experts regarding CEQA and/or NEPA on City projects or proposed development project.Deliverables may include but are not limited to construction and design cost estimates, construction plans, transportation improvement recommendations, alternatives analysis, conceptual drawings, and various types of reports or studies. On occasion for traffic modeling, visual presentations may be needed on display boards to convey the likely model projections on traffic volumes and queuing.
