The following notice serves as a request for information (RFI) prepared in accordance with DFARS PGI 206.302-1 and a proposed contract action synopsis prepared in accordance with FAR 5.2 as supplemented with additional information included in this notice.This proposed contract action is being processed on a sole source basis. The North American Industrial Classification System (NAICS) Code is 334511. The Small Business Size Standard is 1,250 employees.The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a five-year, firm-fixed-price, indefinite delivery/indefinite quantity (ID/IQ) contract on a sole source basis to Mayflower Communications, Inc. (hereafter referred to as “Mayflower”) for Global Positioning System (GPS) Anti-Jam Antenna Electronics Modules (AEs) and evaluation, repair, and upgrade of failed AEs.The proposed contract action is for supplies for which the Government intends to negotiate with only one source under the authority of 10 U.S.C.
2304(c) (1), as implemented by FAR 6.302-1 ‘Only one responsible source and no other supplies or services will satisfy agency requirements’.NUWCDIVNPT’s Undersea Warfare (USW) Electromagnetic Systems Department (Code 34) is the Designated Overhaul Point (DOP) and In-Service Engineering Agent (ISEA) for all variants of the OE-538 system. NUWCDIVNPT Code 34 is the sole repair facility designated to perform depot level repairs on OE-538 Multifunction Masts (MFMs).  In support of this effort, NUWCDIVNPT Code 34 has a requirement to sustain OE-538/BRC MFMs for the U.S. Fleet through inspection, repair, and replacement of AEs. The AEs are sub-components of the OE-538/BRC MFM. The AEs are a part of an eight (8) element, null steering, anti-jamming system that is integrated into the OE-538B/BRC MFM.  The AE and its components are proprietary to Mayflower. Therefore, Mayflower is the only source that can manufacture and deliver the required AEs and that possesses the knowledge and expertise required to repair and upgrade failed units.The draft Statement of Work (SOW) is provided as Attachment 1 to this notice.The Government anticipates ordering up to twenty (20) AEs (Part Number: 190-900021) over the course of the five (5) year ordering period.The anticipated place of performance is at the Contractor’s site in Bedford, MA.The anticipated award date of this requirement is expected to be on or about 31 March 2022.The synopsis is not a request for competitive proposals. All responsible sources may submit a capability statement, which will be considered by the Government.
