This is a Sources Sought Notice (hereinafter Notice). This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor, a promise to issue a solicitation in the future. The purpose of this Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to this Notice will assist the Government in determining the appropriate acquisition method and determining interest and capability of potential vendors for this type of requirement.The Bureau of Engraving and Printing (BEP) is a component of the Department of the Treasury that designs, engraves, and prints Federal Reserve Notes (FRNs) and other U.S. security products. Prepress operations including design and assembly of Offset, Intaglio and Surface Piece plates occur at BEP's District Currency Facility (DCF) located in Washington, DC. Currency printing occurs at the DCF and at the Western Currency Facility (WCF) located in
Fort Worth, TX.The Office of Engraving and the Office of Product Development seek to assess alternate software solutions to improve design, assembly, and production processes that support currency designs and other security documents. The Offices' approach to accomplishing this assessment is to install software within its training facility; conduct training for staff; and assess the performance of the software for possible integration into the existing production workflow.Information sought at this time includes but is not limited to:Travel related costs to Washington DCBudgetary cost estimates of the software per licenseSystem installation costs - up to 4 workstationsClassroom training - up to six (6) weeks (3 sessions - 10 consecutive days per session)The Offices have interest in seeking information regarding the graphic software functionality and software training. The training should provide design philosophy, basic to intermediate techniques, and workflow concepts used to create and prepare images for Offset and Intaglio plate manufacturing. Software shall be installed on training workstations operating in the Microsoft Windows environment. The software shall include but not be limited to following graphics functions/abilities:• Vector and Raster-based editing tools• Guilloche pattern creator• Relief/numismatic pattern creator• Customized pattern creator• Line Width Modulation including:o Interactiveo Engraving Depth• Free hand drawing tools• 3D line profile• Warping• Rasterization of objects for screening effects• Viewing of design by:o Layero Color (ink) separation• Import/Export File formato TIFF/CTo EPSo PDFo Illustratoro Photoshopo DXF• Font Management• Step and Repeat• Plate Layout distortion• High Resolution TIFF monochrome output• High resolution TIFF gray-scale outputThe workstations shall not have access to outside networks including the world-wide-web.Responses to this Notice should include the following:1. Room and Boardc. Meals and incidental expensesd. Software installation (up to 4 seats)e. Weekly training activity10. Information on how many products/systems have been delivered and a reference list of North American customers currently using these products11. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Further, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort. Any organization responding to this Notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The BEP will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to the notice will not be returned.Not responding to this notice does not preclude participation in any future solicitation, if one is issued.No proprietary, classified, confidential, or sensitive information should be included in your response.
