MOTOROLA LAND MOBILE RADIO (LMR) RADIO REFRESH

The Army Contracting Command, Aberdeen Proving Ground, Division E, Tobyhanna Branch, Tobyhanna Army Depot(TYAD), Tobyhanna, PA 18466 intends to solicit and award a firm-fixed priced contract for Motorola Brand Name only Land Mobile Radio (LMR) equipment and accessories. The ACC-APG, Division E, Tobyhanna Branch, intends on competitively soliciting offers from current and fully authorized distributors to the Federal Government of Motorola brand Land Mobile Radios and awarding a resultant contract to support/provide ninety-eight (98) APX8000 All Band portable rugged radios, four (4) APX Dual Band consolettes, nine (9) APX8500 All Band MP mobile radios, various accessories, and a 'one' time installation of Land Mobile Radio

(LMR) desktop consoles at Firehouse(s) and Security Building located at the Tobyhanna Army Depot (TYAD). Also included as part of this procurement are mobile units, antennas, cables, necessary installation hardware, and a three (3) year warranty. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.PROGRAM BACKGROUNDThis procurement is required to replace Land Mobile Radio (LMR) System Portable Subscriber Units (Portable Radios), Mobile Subscriber Units, and Desktop Subscriber Units (Consolettes) which are reaching end of life/end of support. Newer ruggedized multi band portable radios and dual band consolettes are needed for first responder interoperability with local municipalities hospitals, ambulances, police, and government agencies in response to an emergencies, law enforcement incidents, and Chemical, Biological, Radiological and Nuclear Response both on and off the Tobyhanna Army Depot. REQUIRED CAPABILITIESThe Government requires equipment that is compatible and interoperable in an ASTRO 25 platform. The intent of this Sources Sought is to assess potential solutions and the state-of-the art of the technology available that could be applied to meet this requirement.The Government envisions a solution for this Land Mobile Radio (LMR) Subscriber Unit Refresh (procurement) that meets the following operational and program requirements:Compatible and Interoperable with the ASTRO 25 platform currently in use without the need to modify or reconfigure.Commercial Item. The LMR Radios and accompanying equipment should be a commercial items.Qualification. The radios, desktop units, mobile units, and accessories must be qualified and demonstrate compliance to the ASTRO 25 7.14 or 7.17 platform currently in use. Proof of qualification should be addressed in the response.Maintenance, Inspection and Repair. The Government desires a system with minimal maintenance and inspection requirements at the organizational level. The system should also be easily repairable for deployed units.SPECIAL REQUIREMENTSAny resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009ELIGIBILITYThe applicable NAICS code for this requirement is 334220 with a Small Business Size Standard of 1,250 Employees.
