All other terms and conditions of the Sources Sought remain unchanged.Original Notice:The U.S. Securities and Exchange Commission (SEC) is conducting market research for subscription products that provide a legal research platform and disclosure research database. This requirement consists of two components:Legal research platform that provides vast breadth in coverage of legal resources including public records, administrative content and full text news.Disclosure research database that provides access to all EDGAR filings, SEC staff comment letters and company responses, and SEC No-Action Letters.Attachment 1 – Draft SEC Requirements List provides a description of the requirement. The SEC will accept responses from companies that respond to one or both of the components. The SEC has a preference for a Commercial Off The Shelf (COTS) subscription product. The SEC is not seeking a subscription
product that requires development.Each respondent to this Sources Sought notice shall provide the following:1. Summary/cover letter (limited to 3 pages) with the following company information:Company name and address;Name of company representative and their business title;Verification if your company is registered in www.SAM.gov and your company's unique entity identifier (UEI) number (Note: your company must have active registration in SAM to be considered for this Sources Sought Notice)Business size and whether your company has any current socio-economic classifications (e.g. Service Disabled Veteran Owned Small Business (SDVOSB)Any GWAC or FSS contracts held by your company (e.g. GSA) and whether the subscription product is covered by your company’s GWACs.2. A description of your company’s subscription product. Indicate whether your company is responding to one or both of the requirement components and provide details on how the product meets the stated SEC’s requirements. The SEC requests responses include a description of any Artificial Intelligence (AI) capabilities that are currently offered with the product. Please also provide a description of any AI capabilities that are in development and expected to be offered in the near future and whether such offering(s) will automatically be provided to customers once available at no additional charge.3. A price estimate with pricing for a Base Period of 12 months and four Option Periods of 12 months each. The SEC is requesting a firm fixed price estimate for enterprise subscription to component A. Legal research platform, and a firm fixed price quote for 700 users for component B. Disclosure research database. The SEC expects that the large majority of all content should be offered at a firm fixed price. If there are any specialized items not offered fixed price, companies shall identify the items and applicable transactional rates in their price estimates. 4. If available, provide a listing of customers currently using the product including Federal and state government agencies and commercial customers. Question and Response Deadline:Any questions regarding this Sources Sought notice must be sent to Jeremy Garrett via email at GarrettJ@sec.gov by no later than 3:00 PM ET on March 25, 2024. Questions and the SEC’s responses to questions will be posted on SAM.gov. The response deadline is 3:00 PM ET on April 3, 2024.
