THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY.  THIS DOES NOT COMMIT THE DEPARTMENT OF DEFENSE TO CONTRACT FOR ANY SUPPLY OR SERVICE WHATSOVEVER.  NO SOLICITATION IS AVAILABLE AT THIS TIME.THE GOVERNMENT MAY, AT ITS SOLE DISCRETION, POST AND/OR DISSEMINATE INFORMATION SUBMITTED IN RESPONSE TO THIS RFI IN A PUBLIC FORUM.  THEREFORE, PROPRIETARY INFORMATION AND/OR TRADE SECRETS SHALL NOT BE INCLUDED IN RESPONSES.The Air Force is involved in a digital transformation to change the business and technical processes by which we develop and sustain weapon systems. As a part of the transformation, we are moving to a posture where we use models and data in an integrated digital environment to automate where possible the manner by which we analyze data and make decisions. As a part of our efforts to create an integrated digital environment, we have developed a rudimentary framework to enable us to perform model based systems engineering (MBSE) on air vehicles. This framework is meant to be
very basic at this point but it is intended to provide Industry with a reference to enable conversations as we continue to digitally transform. In order to facilitate the widest distribution possible, we have exported this framework into HTML. Request Industry to provide us any comments on this framework in any format you prefer. We will collect and sort through the feedback with the intention to follow-up this RFI with a face-to-face exchange at the NDIA MS&E Conference in Nov 2022 where we will present our update based on the Industry feedback we receive. Following the NDIA Conference, we anticipate a Workshop in early 2023 to delve into the details of the framework and what was incorporated from Industry feedback. Attached to this notice is a zip file with the MBSE framework. Answers to questions will be posted to beta.sam.gov. The Government will not reimburse companies for any costs associated with the submissions of their responses.RESPONSE GUIDELINES:Companies who wish to respond to this RFI should send responses via email no later than 13 July 2022 at 1200 EDT to the Contracting Officer, Rick Saltsman, at richard.saltsman@us.af.mil and Courtney Boyd at courtney.boyd.4@us.af.mil. DISCLAIMER:This RFI is not a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Government may, at its sole discretion, post and/or disseminate information submitted in response to this RFI in a public forum. Therefore, proprietary information and/or trade secrets shall not be included in responses.All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. FAR clause 52.215-3, “Request for Information or Solicitation for Planning Purposes”, is incorporated by reference in this RFI. The Government does not intend to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI.
