href="mailto:cody.hernandez@surfcity-hb.org">cody.hernandez@surfcity-hb.org Bids to Owner's Agent Description Scope of Services BACKGROUND The City of Huntington Beach (“City”), California was incorporated in 1909, and is run by a council-manager form of government. The City’s Community Development Department seeks a qualified consultant to design an accessory dwelling unit (ADU) that will be suitable and compliant as a shared pre-approved “plan check ready” construction plan. With 31.9 square miles of land within the City, residential space is the primary feature of this seaside community. The finalized plans from the selected consultant will be posted on the city website for public benefit to streamline options for ADU development within the City. SCOPE OF WORK The selected bidder shall work with the Community Development Department to design and draft ADU preapproved plan set of construction drawings and calculations which will be plan checked (pre-approved) by all divisions to evaluate the ability to be built without requiring future plan-checking. The selected bidder must conform to the following requirements when submitting documents: 1. One story, ADU, one bedroom or two-bedroom ADU. 2. Gross floor area measured from exterior walls shall be maximum 649 square feet. Area of foundation footprint shall not exceed 649 square feet. 3. The short dimension of floor plan shall be less than 18 feet. 4. Maximum height shall not exceed 15 feet from adjacent grade. 5. Provide complete architectural, structural, mechanical, electrical, plumbing plans. 6. Site plan, architectural floor plan, roof plan, building sections, exterior building elevations, foundation plans (suitable for all soil conditions), framing plans, structural details. Drawings must be fully dimensioned. 7. Provide variations in building elevation exterior materials including using stuccos, siding, and brick or stone. Rendering of exterior and interior materials and possible options. 8. Structural calculations. 9. Performance based T-24 energy analysis and compliance forms must be provided (Climate Zone 6). 10. All utilities, including but not limited to sewer, water, gas, and electricity. 11. All drawings must be drawn to appropriate scales. 12. Space shall be provided for site specific information such as address, assessor parcel number, lot size, lot coverage, legal description, etc. 13. Compliance with current California Building Standard Codes, Huntington Beach Muni Code (HBMC), Huntington Beach Zoning Code. 14. All sheets and structural calculations will be required to be signed and stamped by selected architect and engineer prior to final posting. It is required that the selected bidder will be available to start work during the month of June 2024 with final product of work per 2022 California Building Standards Codes, and approved by City Plan Reviewers(s), to conclude on or before October 1st, 2024. The selected bidder will also be required to update the plans and all the related construction documents for the next code cycle per 2025 California Building Standards Codes.
