The 17th Contracting Squadron at Goodfellow AFB, TX, is conducting market research to identify vendors capable of providing a JP-8 Jet Fuel Fire TrainerPlease see below for specificsScope:  install a propane initiated JP-8 Jet Fuel fire trainer, oil water separator, and secondary treatment system for water reclamation.  Extend existing electrical power source, move existing fence line 40 feet to the south and 60 to the west, move existing lighting to this new perimeter.  This aircraft trainer will be used to train Department of Defense basic firefighting students in aircraft rescue and firefighting (AR.FF) IA W NFPA 1003, specializing in techniques of control and extinguishment of fires that may occur in and around a downed aircraft using vaporized and liquid propane for fuel with added JP-8 fuel for realism.  The Aircraft trainer:  1. Low Wing Jet Engine fire. 2. Fuel Leak Fire (3D) on Low Wing with 20’ x 20’ ground pool.   Build:  1.    75 foot training pit with an EPA approved
liner, the pit will contain the simulated aircraft wing, engine and pool fire.2.    A 20 X 20 foot concrete fire pool basin3.    A stainless steel control stand with electrical, propane and jet fuel controls.4.    An oil/water separator, secondary water treatment and water reclamation system to remove unburnt fuel from the water system.5.    Drainage system from the weir drain in the pit area through an oil/water separator to a secondary treatment reclamation system.  Lift stations as required to provide water movement through the system.6.    The secondary water treatment reclamation system will be capable of removing any residual by products of combustion to prevent damage to fire apparatus. It will be used to provide a self-contained water system with the capacity to supply water to both the control stand and fire apparatus. System will be built below grade with reinforced 3000 psi concrete.Repair:1.    Disturbed asphalt back to industry standards and match surrounding asphalt.2.    3000 psi concrete to match surrounding area with 12 inch reinforced steel.Remove and Replace:1.    Fencing perimeter to extend training pad2.    Existing lighting to correspond with new fence lineThis RFI is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Air Force in developing its acquisition strategy and performance specifications. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to it.The purpose of this RFI is assessment of vendor interest and will aid the government in identifying potential vendors and their business classification.
