Page 5 of 5 In accordance with Federal Acquisition Regulation (FAR) Part 10.0002 (b)(2), this SOURCES SOUGHT is for planning purposes only and shall not be construed as a Request for Proposal (RFP), an offer to negotiate or as an obligation on the part of the Department of Veterans Affairs. Responses are strictly voluntary. Respondents will not be compensated, and all information becomes property of the Government upon submission. PROJECT SCOPE: The project includes construction services for replacing the primary boilers serving the Stratton VA Medical Center, Albany VAMC main hospital. The goal of the project is to improve the boiler plant reliability and efficiency. The primary boilers to be replaced include three (3) 900 HP dual fired steam water-tube boilers operating at 120 psig that date to 1978. Two temporary 1,000 BHP steam boilers will be staged in the parking lot of Building 5. Services from the temporary boilers to the existing plant will also be supplied. A newer 400 HP
fire-tube steam boiler is anticipated to remain in service until the temporary boilers are operating. The existing boilers provide high pressure steam for a combination of process loads (sterilization, kitchen, humidification, and laundry) and building heat (steam convectors and heating hot water). The approved drawings and specifications will be included in the solicitation. PLEASE BE AWARE THAT A PHASED CONSTRUCTION APPROACH WILL BE EMPLOYED WITH RESTRICTIONS ON ALLOWABLE TIMING OF CERTAIN CONSTRUCTION ACTIVITIES AND SYSTEM DOWNTIME. The phasing was coordinated to minimize the shutdowns needed for both steam, domestic hot water, and electrically. Contractor will be required to make every effort to minimize shutdowns. If the medical center is without a service for greater than 4 hours the contractor shall provide a temporary replacement for this service. This project is using a phased approach: All submissions shall be submitted and approved prior to beginning work. The initial phase will install the two temporary boilers. These boilers will prove they can continuously operate for two weeks prior to takin the three 900 HP boilers off-line. The anticipated duration of the temporary boilers is two years. Contactor shall provide maintenance and 24-hour service for the boilers. Contractor shall also provide VA approved chemicals and riot testing. Construct a temporary structure to support the steam, condensate, gas, oil, DCW, conduits, etc. serving the temporary boilers. Replace the existing DHW boilers with steam converters. All control and monitoring points currently located in the boiler control room shall be mirrored in the temporary trailer. These points will be verified that they are operational prior to removing the equipment from this room. The entire temporary construction, including boiler operation and temporary control trailer as well as the DHW converters, shall be commissioned by a third-party contractor. The construction contractor shall assist with this commissioning as detailed. Once the initial phase is complete the second phase will commence. Removal of the (3) 900 HP boilers. Trench the slab to revise the sanitary piping and install Installation of the new boilers. Remove the 400 HP boiler. Correct the operation of the make up air unit. Install the emergency generator. Install all controls and monitoring points back to the existing boiler control room. All aspects of the installation shall be commissioned by a third-party contractor. The construction contractor shall assist with this commissioning as detailed. REFERENCES The project drawings and specifications were prepared by Alares Architects and Engineers on May 16, 2022 and will be provided with the solicitation. SCHEDULES The work shall be substantially complete no later than 730 calendar days after notice to proceed. Rescheduling of any activities shall be done at no cost to the government unless negotiation and authorization of the rescheduled activity has been agreed upon by the government. Notify the Contracting Officer s Representative at least 72 hours prior to starting demolition work, minor utility shut downs, large deliveries or any event that may impact the normal operations of the facility. CONTRACTOR PERFORMANCE COVID 19 prevention measures for contractors may be in place and, if so, must be adhered to during the entire construction project. This requires screening of all contractor personnel and entrance through a main building entrance portal. All contractors must be screened daily and may not work on site without being screened. Screening at the main entrance may be required every time an individual leaves and re-enters the building. Out of state contractors/individuals (including those who have recently travelled out of state) may be subject to a more rigorous screening (including testing) procedure. While working on site, contractors must follow NY State guidelines for PPE (e.g. masks) and social distancing. Extra costs of any kind due to the COVID 19 procedures (including loss of productivity) must be included in the contractors bid. Failure to adhere to the COVID 19 procedures may result in the VA denying access to the VA site for up to 2 weeks for the offending individual. NOTE: THE ABOVE COVID PROCEDURES ARE SUBJECT TO CHANGE. All contractors shall have evidence of a negative test submitted to the VA within the prior two weeks of starting work. No contractors will be allowed on site without this evidence. Contractors shall pass the yearly contractor training class and be badged prior to working on site. ADMINISTRATIVE: The proposed project will be a competitive, firm-fixed-price contract. Stratton VAMC will be posting a solicitation around November 2022. In accordance with Veteran Affairs Acquisition Regulation (VAAR) 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) code for this action is 238220 with a size standard of $16.5 million. The duration of the project is currently estimated at 730 calendar days from the issuance of a Notice to Proceed. Please note: The analysis of the results produced from this market research effort will help finalize the procurement method and socio-economic set-aside. CAPABILITY STATEMENT: Interested contractors shall provide a capabilities statement with the following information: Section 1: Provide company name, DUNS number, company address, Point-of-Contact name, phone number and email. Section 2: Provide company business size based on NAICS code 238220. Also, provide business type (i.e., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, Large business etc.). Section 3: Provide the prime contractor s available bonding capacity in the form of a letter of intent from your bonding company. Section 4: Provide any relevant projects that your company has performed WITHIN the past ten (10) years that supports the same or similar requirement. Please include the project title, description, contract value, start and completion date of each relevant project. Interested contractors shall submit their response via email (electronic submission) of no more than ten (10) single sided pages. This response must be submitted as a PDF document (not scanned) that is no more than 10MB in size. Hard copies will not be accepted. Responses shall be submitted via email to Tony.Clemente@va.gov by August 31, 2022 at 2:00 PM ET. Phone calls will not be accepted. The Capabilities Statement submitted in response to this Sources Sought Notice shall not be construed as a bid or a proposal. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government and offeror nor will the Government pay for information solicited. Evaluation letters will not be produced and/or issued to the respondents. Currently, no solicitation exists.
