Onsite Training and O&M Technical Assistance for Wastewater Treatment at Warm Springs (PO-18-CWA)

This is a Pre-Solicitation Notice for Solicitation Number 75H70119Q00040 and is issued to provide a notice to the public for an upcoming project to be solicited in support of the Indian Health Service (IHS). It is anticipated that the procurement will be solicited using full-and-open competition under North American Industry Classification System (NAICS) Code 541620 - Environmental Consulting Services with a size standard of $15 million.This upcoming solicitation will provide technical assistance services to the Warm Springs Tribe to include training, O&M troubleshooting, and planning support in order to restore and maintain compliance with the discharge limits of their National Pollutant Discharge Elimination System (NPDES) permits. The Warm Springs Tribe operates four community wastewater treatment systems: Warm Springs Wastewater Treatment Plant (WWTP), Kahneeta Lagoons, Simnasho Lagoons (non-discharging), and Sunnyside Lagoons (non-discharging). The services to be provided under

the resulting contract are focused mainly on the Warm Springs WWTP located in Warm Springs, OR.Please see the attached DRAFT Price Schedule.The period of performance will be 365 calendar days after issuance of the Award.This solicitation will be procured as a Request for Quotations (RFQ) in accordance with FAR Part 13, 15, and 36 procedures with Lowest Price Technically Acceptable evaluation criteria [to be provided in the solicitation]. Indian Health Service intends to award a Firm Fixed Price (FFP) Service Contract in support of this requirement.The solicitation and associated documents, to include specifications, drawings, etc., will be issued around the end of May 2019 with proposals due approximately 30 days after solicitation issuance.The official SAM website is located at https://www.sam.gov/portal/public/SAM/.
