Assistant Engineer Owner's Agent Description Scope of Services The City of Vernon is seeking the services of a highly qualified firm to assist in: • Providing periodic, on-call services to supplement the City’s existing building and engineering division. The work may involve complete plan check and inspection services of all of the building trades involved in the permit or the City may request that only one of the trades, such as CASp, be reviewed. Plan check of complex structural, civil, architectural, grading, energy, electrical, mechanical, fire and plumbing plans and specifications submitted as part of a permit application to confirm compliance with applicable California Building Codes including the California Greenbook Code and California Fire Prevention Code as amended by the City. Work shall include review of plans and specifications, drafting of written corrections and redlining of plans, communicating both orally and in writing to the applicant and providing code interpretations. • Building, civil, and fire construction inspection services to ensure construction conforms to the California Building Codes, California Greenbook Code, and California Fire Prevention Code as amended by the City. Work may include providing written documentation of inspections performed, inputting data into the City’s database, issuance of stop order notices, issuance of correction notices, and issuance of citations for violations. • Provide a Certified Access Specialist to review plans and inspect construction to ensure conformity with disabled accessibility requirements. • Perform Occupancy inspections to ensure that minimum life safety requirements for existing buildings are being met. • In the event of a catastrophe or emergency event, provide plan check review and inspection teams to assist the City with Safety Assessments Inspections and providing emergency plan check and inspection services. Other Details Selection Criteria: The City will conduct a comprehensive, fair, and impartial evaluation of proposals received in response to this RFP. All proposals received will be reviewed and evaluated by a committee of qualified personnel. The name, information, or experience of the individual members will not be made available to any proposer. The Evaluation Committee will first review and screen all proposals submitted, except for the cost proposals, according to the minimum qualifications set forth above. The following criteria will be used in reviewing and comparing the proposals and in determining the highest scoring bid: 1. 40% Professional Qualifications, background, and prior experience of the firm in the Service Area(s) being proposed, experience of key staff assigned to oversee services provided to Vernon, evaluation of size and scope of similar work performed and success on that work. 2. 30% Cost and fees to the City for handling matters. Cost is not the sole determining factor but will be taken into consideration. Proposer must offer services at a rate comparable to the rate proposer offers to other governmental entities for similar work. Offering a higher rate to the City than the comparable rate is grounds for disqualification of the Proposer. If rates differ for different types or levels of service, or for different Service Areas, the proposer should so state. 3. 20% References including past performance of proposer. 4. 10% Responsiveness to the RFP, and quality and responsiveness of the proposal.
