This is a Solicitation notice that the Government intends to issue a Request for Proposal (RFP) for a Firm Fixed-Price Contract
The contractor shall perform aircraft wash and post wash lubrication at the 142d Fighter Wing, PANG Base Portland, Oregon as defined in this Performance Work Statement (PWS). Work shall be accomplished at Portland ANG Base and will include: F-15 C/D Aircraft Exterior Wash to include Landing Gear, Wheel Wells, Engine Intakes and External Fuel Tanks (when installed). The government will perform all aircraft movements required to accomplish the wash. The government will accomplish canopy and cockpit cleaning procedures.
The contract period encompasses One (1) Base Year, with Four (4) One (1) year options to be exercised at the discretion of the Government as per FAR Clause 52.217-9. The Service Contract Act of 1965 applies to this acquisition.
The government intends to award a firm-fixed price contract to the lowest priced technically acceptable (LPTA) offeror with an acceptable past performance assessment in accordance with FAR 15.101-2.
Technical and past performance, when combined, are approximately equal to price. (see RFP Solicitation)
This is a 100% Small Business Set-Aside, Firm-Fixed Price procurement and will be procured using commercial procedures. The North American Industry Classification System (NAICS) Code is 488190.
DESCRIPTION OF REQUIREMENT:
The contractor shall perform aircraft wash and post wash lubrication services at the 142d Fighter Wing, Portland Air National Guard (PANG) Base Portland, Oregon as defined in this Performance Work Statement (PWS). Offerors will have an opportunity to attend a scheduled site visit.
Site visit is tentatively scheduled for Thursday 16 August 2017, 1:00 pm PST.
NAICS AND SIZE STANDARD: The NAICS code for this project is 488190, Other Support Activities for Air Transportation. The small business size standard, based on average annual receipts is $32.5 Million.

The contractor must provide and utilize their own grease guns and grease fittings.
The contractor will use cleaning compounds, provided to the contractor by the government. The Government will provide soap and MIL-SPEC strut oil and grease lubrication.
