This is a Sources Sought Notice / Request for Information for the purpose of conducting market research and obtaining industry information ONLY. Proposals are NOT being requested, nor accepted at this time. The purpose of this Sources Sought Notice / Request for Information is to obtain knowledge of interest, capabilities, and qualifications from qualified small business concerns. The National Park Service (NPS) will use information obtained through this notice as well as other market research to develop an acquisition strategy.The National Park Service ¿ Interior Regions 6, 7 & 8, is soliciting feedback from interested Small Businesses experienced in shuttle bus operation in support of Rocky Mountain National Park. The NPS will use the information obtained to develop an acquisition strategy to use in issuing a formal solicitation for a new contract for the services described hereafter.The NPS intends to issue a Request for Proposal (RFP) to award a new 10-year (5 base years with 5
optional years) Firm-Fixed-Price (FFP) contract for shuttle bus services.Rocky Mountain National Park's 415 square miles (265,807 acres) encompasses a spectacular range of mountain environments. From meadows found in the montane life zone to the glistening lakes in the subalpine zone and to the mountain peaks located in the alpine zone, there is something for everyone to discover. Along the way explore over 300 miles of hiking trails and incredible wildlife viewing.The park is easily accessible from many of Colorado¿s front range cities. Denver is 65 miles; Boulder is 38 miles and Fort Collins is 46 miles. The park has two gateway communities: on the east, Estes Park, CO and on the west Grand Lake, CO. Please refer to www.nps.gov/romo for more information about the park.The Rocky Mountain NP Shuttle operates daily from the end of May thru Mid-October. There are three shuttle routes that operate within the park. The Bear Lake Route is the most popular and services the park¿s most used trailheads and largest parking lots. The Moraine Route services the two main park campgrounds and also shuttles riders to the Park and Ride parking lot along Bear Lake Road. The last is route is the Hiker Shuttle express which operates between the Town of Estes Park and the Park. Over all the routes typical yearly ridership is around 750,000 riders.An additional component of this contract may be providing parking lot attendants with good people skills to staff various parking areas with Rocky Mountain National Park such as Bear Lake, Park and Ride or in the Town of Estes Park at the downtown visitor center/transit hub. These ¿Transportation Liaisons¿ work closely with NPS Rangers to manage traffic flow and parking lots to keep shuttles and shuttle riders moving as well as providing park and shuttle information.Contractor will be responsible for acquiring and maintaining their own fleet of buses. There is no maintenance or storage facility located within the park and the contractor will need to secure those facilities outside the park within the local community. Historically, the minimum fleet size has been (10) 35ft buses capable of accommodating 28 seated and 45 standing and (3) Cut-a-way style buses with seating capacity between 14 and 22 people.Shuttle Bus Operation Objectives:¿ Transit vehicles shall be operated over designated routes in compliance with approved operating schedules and times.¿ Convenient and reliable transit service shall be provided to park visitors, NPSand concession employees.¿ Drivers will provide safe, professional, courteous, informative, and timely service.¿ Transit vehicles shall be maintained to provide safe and comfortable service.¿ Fleet should provide lower noise levels, lower emission, and increased fuel efficiency over current fleet while being able to operate at high elevations and on grades.The fundamental purpose of the national park system is to protect and preserve for future generations those places that hold unique natural and cultural interests for the public. Visitors can experience and learn about the natural environment and cultural history of our nation. Most visitors are day-users and arrive by private auto, the Rocky Mountain National Park shuttle is a key element is providing a variety of parking and trail options within the Bear Lake Road corridor as well as access from the gateway community of Estes Park, Colorado.The purpose of the transit system at Rocky Mountain National Park is to provide safe, reliable, and convenient transportation for park visitors to important features and facilities. The system is designed to reduce or eliminate the need for visitors to rely on personal vehicles during a visit to Rocky Mountain National Park. The transit system assists in reducing parking and traffic congestion, air pollution, and the need to build additional parking lots.Based on the results of our market research, and interest demonstrated by responses to this notice, our goal is the award of an FFP contract to a single qualified small business concern for the services described above. The North American Industry Classification System (NAICS) code for the contract will be 485113, Bus and Other Motor Vehicle Transit Systems, with a small business size standard of $16.5M.The NPS is requesting that interested small businesses respond to this notice by furnishing the following information by January 24, 2022:(1) Company name, address, point of contact, telephone number, email address, and DUNS Number.(2) Socio-economic Classification(s): 8(a), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Woman Owned Business, Large Business, or Small Business, etc. State your firm¿s socio-economic classification and what your average annual revenue has been over the past three (3) fiscal years. The size standard for NAICS 485113 is $16.5M and is calculated by averaging your company¿s annual gross receipts over the past three (3) completed fiscal years.(3) Provide a general statement of your capabilities and ability to perform the required types of work described. Additionally, please state the company¿s number of years of experience in executing contracts similar to the one described.(4) Brief description of at least one (1) Shuttle Bus Operation services similar to that described above provided within the past five (5) years. Minimum information should include the following: contract number, total contract value, project location, period of performance, and a brief description of the services. Do not send photos at this time. Contracts / projects submitted must be similar in scope and dollar value to the work described in this sources sought announcement.(5) Responders, including joint ventures, should demonstrate that they have the capacity to perform all aspects of the types of work described in this synopsis, either by their in-house capabilities or through their teaming / subcontractor¿s capabilities. Existing and potential joint ventures, mentor/protégé, and teaming arrangements are acceptable and encouraged.THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL.It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the acquisition strategy.
