The U.S. Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17 has a requirement for Community Nursing Homes (CNH) services for VA beneficiaries. The services requested are for counties in the state of Texas to include South Texas, El Paso, Amarillo, & Big Spring. The Community Nursing Home (CNH) program is a key component of the Veterans Health Administration (VHA) continuum of care under authority 38 U.S. Code § 1720. The nursing home shall ensure that care meets the health needs and promotes the maximum well-being of VA patients. Physician visits, laboratory, x-ray, and other special services for VA patients will be at the same frequency as that provided to other patients at the nursing home receiving the same or comparable level of care. The NAICS code for this solicitation is 623110 with a small business size standard of $30M. The Government anticipates awarding a firm fixed price Indefinite Delivery Indefinite Quantity Contract (IDIQ). Multiple awards may
result from this solicitation. The contractor shall perform in accordance with the Performance Work Statement that will be included in the solicitation. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. An open and continuous solicitation (36C25720R0002) shall be posted on Beta.SAM.gov (https://beta.sam.gov/ ) on or about January 15, 2020. This solicitation will be posted unrestricted and proposals will be accepted until January 31, 2021. The solicitation will provide instructions to offerors about the proposal submission process. All offerors who provide a response for the services requested must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA) in accordance with FAR 52.204-7. The VA will only consider proposals from contractors who are licensed by the State of Texas. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.
