This is a combined synopsis/solicitation in accordance with FAR 5.201.  This synopsis is prepared in accordance with guidance in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an Firm Fixed Priced solicitation for supplies in support of the Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWCIHEODTD).  The Request for Quote (RFQ) N0017420Q0054 will be the only written solicitation, which will be issued, unless amended. The award will be made based on price.Quotes will be due by 12 June 2020 at 12:00 PM EST.The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) has a requirement forSTATEMENT OF WORK1.0           INTRODUCTION:                                                                                              The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is pursuing procurement of
Anti-Compromise Emergency Destruct (ACED) Ignition Blocks and ACED First Fire Mix. This procurement shall consist of manufacturing both the ACED Ignition Blocks and ACED First Fire Mix, Conducting Lot Acceptance Tests, and delivery to NSWC Indian Head.2.0  SCOPE:The Contractor shall provide all labor, material, and facilities to manufacture the ACED Ignition Blocks and First Fire Mix.  All test data and documentation shall be provided to NSWC IHEODTD.  The government shall be provided the opportunity to witness any and all tests conducted.3.0           TASKS/DELIVERABLES:3.1           ACED IGNITION BLOCKS:The Contractor shall manufacture a total of three hundred and thirteen (313) ACED Ignition Blocks according to NAVSEA DWG. NO. 6260722.  Quantity of two hundred and twenty-eight (228) Blocks will be shipped to NSWC IHEODTD, quantity of twelve (12) Blocks will be used for lot acceptance testing, and quantity of seventy-three (73) Blocks will be used for HazardClassification Testing.The Ignition Blocks shall be manufactured in one lot.  Cross blending of the Ignition Block mixis acceptable.Package Ignition Blocks in accordance with SPI-PHST-319.Safety Data Sheet (SDS) will be generated and delivered to NSWC IHEODTD.UN Series Six (6) Hazard Classification Testing will be conducted and a test report delivered toNSWC IHEODTD.3.2           ACED FIRST FIRE ASSEMBLY:The Contractor shall manufacture a total of one hundred seventy-four (174) ACED First Fire Assembly according to NAVSEA DWG. NO. 6260715. DWG. 6260715 Find No. 1 Mil-B-117 shall be revised to Mil-DTL-117H Type 1, Class H, Style 2. Quantity of one hundred and fourteen (114) First Fire Assemblies will be shipped to NSWC IHEODTD, quantity six (6) First Fire Assemblies will be used for lot acceptance testing, and quantity of fifty-four (54) First Fire Assemblies will be used for Hazard Classification Testing. The First Fire Assemblies shall be manufactured in one (1) lot.  Cross blending of the First Fire Mix is acceptable.Package the First Fire Mix in accordance with SPI-PHST-320.Safety Data Sheet (SDS) will be generated and delivered to NSWC IHEODTD.UN Series Six (6) Hazard Classification Testing will be conducted and a test report delivered toNSWC IHEODTD.                                 4.0           LOT ACCEPTANCE TESTING:The Contractor shall conduct a LAT by testing a combination of one (1) First Fire Assembly and two (2) Ignition Blocks.  The Blocks and shall be positioned for test as depicted in the Ignition Destruct Package assembly drawing (NAVSEA DWG NO. 6260952).  The Contractor shall use an igniter equivalent to the igniter assembly (NAVSEA DWG NO.6260725).  The Igniter shall be used to ignite the First Fire Mix.  Stand off distance between the Igniter and the First Fire Mix Assembly shall be 0.25 inches.  Each LAT shall be recorded on a digital video disc (DVD) documenting the test set-up and test firing.  The success criterion is successful ignition and complete consumption of both the First Fire Assembly and Ignition Blocks.  Residue will be inspected to insure complete burn of both the First Fire Assembly and Ignition Blocks.5.0           APPLICABLE DRAWINGS:                Dwg No. Title                6260722                  Ignition Block               6260715                  First Fire Assembly                6260769                  Ignition Material                6260754                  Fluorel                6260952                  Ignition Destruct Package                      6260725                  Igniter AssemblySPI-PHST-319       Ignition Block Special Packaging InstructionSPI-PHST-320       First Fire Assembly Special Packaging Instruction6.0           DELIVERABLES:Certification of Compliance of the Ignition Blocks to the drawings and specification shall be provided to NSWC IHEODTD.
