REQUEST FOR INFORMATION SPE603-21-R-5X08FUEL STORAGE SERVICES IN THE PERSIAN GULF AREADefense Logistics Agency (DLA) Energy is seeking information on industry capabilities/interest/potential sources for the receipt, storage and issue of 1,200,000 barrels of U.S. Government-owned Aviation turbine fuel, commercial grade Jet A-1 in the Persian Gulf area, for a four-year period, with one five-year option. This announcement constitutes a Request for Information (RFI) only; there is no solicitation at this time. The Government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. The Government will not make an award on the basis of this RFI.CONCEPT OF OPERATION: Fuel storage service operations would primarily consist of capabilities to receive, store, protect, inject, and ship U.S. Government-owned aviation turbine fuel commercial grade Jet A-1 receipt and
storage. Grade JAA (Jet A-1 with additives) for outbound shipping mode.AREA OF CONSIDERATION: Persian Gulf area. defined as an area along the Persian Gulf littoral from Kuwait south including Saudi Arabia, Bahrain, Qatar, and the United Arab Emirates (UAE).ESTIMATED ANNUAL THROUGHPUT: 1,200,000 barrels of total throughput for each 12-month period.CAPABILITIES SOUGHT:Storage requirement for 1,200,000 barrels storage (fill) capacity.Aviation turbine fuel, commercial grade Jet A-1A minimum of two tanks interconnected.All storage must be available and operational upon award at a single facility.Protect one grade of commercial grade Jet A-1 during all receipt/issue operations.Berthing and mooring facility shall be capable of receiving and berthing tanker/barge not to exceed 46,000 deadweight tonnage (DWT), 800 feet length overall (LOA), with a minimum draft of 40 feet at the dock. The facilities should be equipped with a turning dolphin capable of accommodating the lateral forces induced when turning a vessel. The Offeror shall provide a detailed description of any port restriction/requirement for tankers, barges, and U.S. Navy Vessels. Also, provide harbor or other fees associated with their proposal, along with height restrictions from ships manifold to the waterline during loading, as well as a detailed schematic of the berthing and mooring facilities showing the minimum and maximum capabilities to include current dredging charts for evaluation.Service capabilities for receiving U.S. Government-owned product via tanker/barge on a 24-hour per day, 7 day per week basis.Service capabilities for shipping U.S. Government-owned product via tanker/barge on a 24-hour per day, 7 day per week basis.The offeror’s facility shall be capable of injecting additives to Jet A-1, and to regrade to JAA (Jet A-1 with additives) during shipping/issuing of product on a 24-hours per day, 7-day per week basis.Minimum pumping rates for shipping and receiving: 8,000 BPH for tankers and 2,000 BPH for barges).Quality conformance of Government-owned aviation turbine fuel stored at the Contractor facilities must be in accordance with the most current version of MIL-STD-3004-1, DEPARTMENT OF DEFENSE STANDARD PRACTICE: QUALITY ASSURANCE FOR BULK FUELS, LUBRICANTS AND RELATED PRODUCTS. Additionally, all receipts or on- hand stocks must meet product quality for receipt, storage, or shipment in accordance with latest revisions of MIL-STD- 3004-1.Submissions should be sent to Mr. David P. Provide a brief explanation of your firm's capabilities to provide Contractor-Owned, Contractor-Operated Fuel Storage Facilities, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, account for petroleum products, maintain the associated fuel facilities and to provide qualified and experienced personnel, with appropriate clearances, if required.3. Past Performance. Do you have past performance as a prime contractor or subcontractor on a service contract for similar fuels management requirements? If so, please provide the following information: Contract number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract, and an explanation of services provided as they relate to COCO fuels management. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolutions taken.4. Location: Please provide the location/address of your facility.
