Technology 6700 Browns Lake Road Jackson, Michigan 49201 www.jcisd.org JACKSON COUNTY INTERMEDIATE SCHOOL DISTRICT Jackson County Intermediate School District REQUEST FOR PROPOSAL (RFP) Central Campus Access Control JCISD – Technology 2 The Jackson County Intermediate School District (JCISD) hereafter referred to as Customer, is accepting sealed proposals for Access Control, installation, and configuration as defined below. The district is in search of hardware as well as the installation and documentation of the work done. Please provide labor costs for daytime as well as after-hours work depending on customer’s desired implementation. The proposed system should include the following specs: The following scope assumes customer is adding onto its existing Lenel access control system. Card Reader licenses will be provided for the project. Please include the number of Lenel door licenses that are needed for the project.

Lenel information will be available for winning bidder. • Each office should have at least 1 lock down button installed. • The vendors will be responsible for installing their own pathway from the panel location to the door. The pathway needs to be self-supported and follow all applicable codes for the area. • Pathway should not exceed 70% or max fill on any of the enclosed codes or standards whichever is least, on any conduits regardless if it is vendor installed or using something that is already in place. • Low voltage permits should be pulled in this project and is the responsibility of the vendor to pull permit as well as ensure that inspections are done in a timely fashion. The location that access control will be installed in is as follows: • JCISD Central Campus – 1226 S Wisner St, Jackson, MI 49203 PART I – Introduction Equipment and Software PART II – Scope All Buildings JCISD – Technology 3 Please provide a cost to Install, Configure, Document, and test the above systems. The following things should be considered when delivering the final project: • Final deliverables should include all IP addresses, Network connections (Switch and port information). • Maps of buildings with the doors indicated along with type of hardware that is installed. For example (Electric strike, card reader, rex, Door contact, etc). • All Cables should be cable wrapped with door location/number as to where they are going for troubleshooting at a later time. • Any cabinets that contain access control panels should be clearly labeled with the IP address, and what doors connect to what reader ports. This should be on the inside cover using a computer/label maker style label. • Any panels that have battery installed should have the date clearly indicated on EACH battery. This date should be done in Permanent maker and should be legible in size and handwriting. • Any network connections that are ran should be terminated on a patch panel. The other end should be terminated with a surface mount box with a label on the box indicating the --. The cable color should be BLUE and jack colors ORANGE. Short patch cables should also be provided to plug in both ends. • The panel location should also be included on the maps. • Panels should be named with the following standard JCISD-CC. • Doors should be named by the following standard: JCISDCC DR#1-x> . Maps should be delivered with the door names noted on the prints. Installation, Configuration, and Training Services JCISD – Technology 4 Jackson County ISD, will be accepting bids for “Central Campus Access Control” in accordance with the attached specifications. • Site Visit – March 21st at 3:00 p.m. • RFP Technical Questions Deadline – Tuesday, March 28th at 4:00 p.m. • Proposal Due Date –Friday, March 31st at 1:00 p.m. • Anticipated Date for Board Approval – Tuesday, April 18th • Anticipated Purchase Order Awarded – Friday, April 28th • Project Completion – TBD This RFP packet will be available on our website at the following link, http://www.jcisd.org, under the “About Us/Proposals/Bids” tab. Vendors are responsible for obtaining any updates or amendments to the RFP from the website. PART III – Instruction to Bidders Overview Project Timeline RFP Due Date and Location JCISD – Technology 5 Please include in your proposal the following items: • Manufacturing specification sheet on all proposed hardware to be installed on the project. • An itemized list of all hardware items including quantity, description, part numbers, and cost separated by building. • Quotes used when ordering. o (1) for first shift install and (1) for second shift if rates are different • Type of hardware being used on each door. This should be in an excel/word table format. • Certification of Compliance – Iran Economic Sanctions Act Form • Contractor Agreement Form Failure to submit all required submittals could be considered as non-responsive proposal. Composite Cable We will be holding a site visit on March 21st at 3:00 p.m. The site visit is required. Site visit will start at the main office. The sites will NOT be available at any other time during this bid window. Submittals Specifications of Parts Site Visit JCISD – Technology 6 The Customer reserves the right to reject any and all quotes; to accept portions of bids and alternates in any order or combination; is not obligated to accept the lowest or any RFP; and may waive any informality or irregularity in submittal procedures. The Customer intends to award a contract to a qualified bidder, provided the RFP has been submitted in accordance with the RFP Document requirements, and does not exceed the Customer’s available funds. Verbal orders for additions to or deletions from this bid must be stated in writing and agreed upon by the Customer. Technical questions with regard to this bid document must be submitted in writing no later than Tuesday, March 28th at 4:00 p.m. No other interpretations of the meaning of this bid document will be made to any bidder verbally.
