This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day notification. The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit and negotiate a single award contract. The Government intends to solicit this requirement under a full and open competition, using the procedures of FAR Part 12 and FAR Part 15. This requirement will be solicited as a single award commercial, FFP contract.This acquisition is for General Aviation Dispatch support for the Commander, Naval Air Forces Reserve (CNAFR), the Commander, Fleet Logistics Support Wing (CFLSW) and the 4th Marine Air Wing (MAW). General Aviation Dispatch Support Services includes access to on-line software, web-based tools/applications optimized for specific aircraft roles, iOS applications for use on approved tablet/Electronic Flight Bag (EFB), and the automation of the computations associated with aircraft specific
flight/mission planning. Once the mission planning information has been generated, it will be made available in deliverable digital format (i.e. PDF) for display on EFBs and other mobile devices including iPads, as well as aircraft navigation systems. Some General Aviation Dispatch Support Services include functions to transmit and receive flight/mission information via satellite datalink communications, either at the commencement of a flight/mission, or as real time updates throughout a flight/mission. General Aviation Dispatch Support Services may also be used for post-flight/mission debriefing. These General Aviation Dispatch Support Services are required for aircraft assigned to CNAFR, CFLSW, and the 4th MAW. The numbers and Types/Models/Series of the aircraft currently assigned to CNAFR, CFLSW and the 4th MAW includes the C-130T (30ea); the C-40A (19ea); the KC-130T/J (13ea); the UC-35C/D (5ea), and the C-12W (2ea) for a total of 69 aircraft.It is anticipated that the contract will a one-year base period and one (1) 12-month option period. The applicable North American Industry Classification System (NAICS) Code is 518210, Information Services – Data Processing, Hosting, and Related Services. The small business size standard for this NAICS is $35.0 million in annual receipts. The FSC Code is R499.Upon its release, the solicitation will be issued electronically and be available for downloading at the System for Award Management website: https://sam.gov/content/home. The closing date for the receipt of offers will be set forth in the RFP. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendment thereto. The Government will not pay for the information received.All responsible sources may submit a proposal, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. By submitting an offer, the offeror is self- certifying that neither the requestor nor the principal corporate official and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer.By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors mat obtain information on registration and annual confirmation requirements via the internet at https://sam.gov/content/home. Further, offerors are required to go on-line to the SAM website to complete their Online Representations and Certifications Application (ORCA) prior to the submittal of their proposal.
