Solicitation Number:                   Notice Type:89303019NET000014                Specialist Notice SynopsisAdded:  20 August 2019The Department of Energy (DOE), Office of Energy and Threat (ET), intends to issue a contract for a Specialized Report on a sole source basis with Emerging Market Direct OU (EMD) located at Prada tn 4, 411-1, Tallinn City Harju County, 10151 Estonia.  EMD the only source for obtaining multiple, weekly country/regional based publications on energy, covering world oil and gas markets.  Energy Security Division (ESD) has a critical, core mission requirement for accurate and timely analysis and reporting on economic and other factors presenting risks or opportunities to global energy markets that impact U.S. energy security.  Under the proposed contract, EMD will provide multiple, specialized country’s or region’s energy market- to include risk and opportunities.  The action is to purchase multiple, proprietary regional weekly publications, detailing energy
developments and trends, such as those focused on electricity in a specific country/region or a specialized product covering political and economic news on emerging global markets.  Product delivery will be through subscription tiers, and include: 1) light consulting enabling ESD analysts to consult with EMD’s in-country journalist for clarification and elaboration on the content of EMD’s publications; and 2) archived issues of Newsbase products going back to calendar year 2014.  The award will be a sole source, Firm Fixed Price (FFP) contract for a base and two 12-month.  The contractor shall provide the US Department of Energy, ESD personnel with multiple specialized country regional reports detailing pertinent energy developments and events affecting a specific country’s or region’s energy markets- to include risk and opportunities.  Leveraging their country or regional expertise, alone with industry and government contacts in the region, EMD journalists will ensure the data and reporting in EMD’s product is consistent, forward-looking, and accurate.  Access to EMD’s products and country/region-dedicated journalists will enable ESD’s personnel to meet a critical need for accurate, timely analytical reporting and assessment to energy stakeholder, including the U.S. security community. In accordance with the Competition in Contracting Act, 41 U.S.C. 253 [C] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements.THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS.Interested parties may submit a capability statement by 4 September 2019 at 11:59 PM EST via email to Ernest.Bailey@HQ.DOE.GOV.  Please include Specialized, Online Research Tools and Reports in the subject line of the email if submitting a capability statement.  The written response must include a detail discussion demonstrating experience providing the services identified in this announcement and past performance client information for similar services.A determination by the Government to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government.  Information received will normally be considered sole for the purpose of determining whether to conduct a competitive procurement.
