Provide a more detailed description and explain the need forthe goods, services or grant to\nsupplementthe response in Part.\nThe Department regulates the harvest of big-game and furbearer species to ensure that harvests are sustainable and\nthat populations are maintained within management guidelines and with wildlife health as a priority. Age structure data\nare obtained by analyzing teeth from harvested animals, and this helps wildlife managers to monitor a wide variety of\npopulation characteristics such as mortality and survival rates, sex and age-specific harvest rates, and\nabundance/density.\n\nThe Provider shall prepare and analyze up to 3,800 black bear teeth, 2,300 furbearer teeth (250 bobcat, 600 fisher, 950\nmarten, and 500 river otter), and 2,000 white-tailed deer teeth.\n\n2. Provide a brief justification for the selected vendor to supplement the response in Part Il. Reference\nthe RFP number, if applicable.\n\nWith long-term datasets used to monitor trends, it is important that data be collected using similar protocols and quality\ncontrol standards over time; introducing data collected differently to a dataset may hide or skew apparent trends in\nthose data. While we possess equipment to cut and age teeth from some species in-house, we are only able to handle\na very small number, and results for most species are of a lower quality and confidence.\n\n3. Explain how the negotiated costs or rates are fair and reasonable; or how the funding was allocated\nto grantee.\nThe cost per tooth at Matson\u2019s will be -$6.70 per tooth for cleaning and sectioning ($4.75) and analysis ($1.95).\nAnalysis of river otter teeth differs from the $1.95 of most species and is $2.25 per tooth.\n\nWe have the ability and equipment to cut and stain teeth from some species in-house, however, very few staff are able\nto do this, this volume of teeth would require many months of full-time attention to complete, and results would be ofa\nlower quality and confidence. If a staff biologist were to prepare allthe teeth at a rate of $29.33/hour, the costto clean,\nsection, and analyze each tooth would be -$5 per tooth depending on proficiency level, however the resulting product\nwould be of a lesser quality, and the involved staff would be required to divert attention from other projects while\nprocessing the teeth in-house. The equipment in-house for cutting teeth are only appropriate for small batches and\nprobably not suitable for all species.\n\n4. Describe the plan for future competition for the goods or services.\n\nIf another laboratory of similar capacity becomes available to provide this service, we will use a competitive process to\nselectthe best vendor to conduct this work.
