Summary DetailsThis Request for Proposals (the “RFP”) is an invitation by the Cowichan Valley Regional District (the “CVRD”) to prospective proponents to submit non-binding proposals for Consulting Services - Island Rail Corridor Planning, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).The CVRD requests proposals from qualified firms/consultants to provide professional consulting services to engage in short and long term planning for the Island Rail Corridor, in collaboration with First Nations and local governments impacted and/or bisected by the Island Rail Corridor.The successful Consultant (the “Consultant”) is expected to have proven expertise in First Nations engagement, facilitation, project management, transportation planning, economic analysis, research, community and stakeholder engagement, as well as demonstrated programming and work planning expertise within a limited term. The responsibilities of the Consultant will include, but
are not limited to: Project planning and management; Background research and data analysis and synthesis; Planning and facilitation of First Nations engagement; Planning and conducting public engagement and stakeholder consultations; Transportation planning and economic analysis; Preparation of summary memos and final report; and Submission and presentation of deliverables to CVRD Board. The successful proponent is required to have the capacity and expertise in land use planning and transportation planning, and experience with complex public engagement processes and First Nations engagement. The successful proponent is expected to begin work immediately upon being awarded the contract. The project must be completed by January 15, 2025, to meet the grant requirements and deadline.Notes This will be the only notice posted to BC Bid concerning this project.
