The successful organization must be able to deliver comprehensive plans that provide a systematic approach for evaluating risk and current capabilities within a municipality to determine a specific set or series of actions. These actions would include requirements for preparation and early mitigation, incident trigger scenarios, initial response(s), and for the partial to full evacuation and re-entry of City residents. The Emergency Response & Evacuation Plans will help to formulate and communicate strategic

direction and highlight opportunities for improved and sustainable service delivery.
