Inspection, Maintenance, Repair and Modification of Cranes,Hoists, and Lifting DevicesCombined Synopsis/SolicitationThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-02 (22 December 2023).The solicitation number for this requirement is W91ZLK-24-R-0016. This solicitation issued as a Small Business Set Aside under the associated North American Industry Classification System (NAICS) Code 333923, Overhead Traveling Crane, Hoist, and Monorail System Manufacturing. The Government contemplates the award of a Firm-Fixed-Price (FFP) contract. This procurement is being conducted using the Simplified Acquisition Procedures

authorized in FAR Part 13.5, Simplified Procedures for Certain Commercial Items. Contractor shall provide a price to perform the requirements of the attached Performance Work Statement (PWS). Please see attached schedule of services:Inspection, Maintenance, Repair and Modification of Cranes, Hoists, and Lifting Devices,One (1) base year and two (2) option years.Place of performance shall be at ATC, APG, Maryland to include off-site location in Edgewoodand Churchville, Maryland.INSTRUCTIONS AND INFORMATION TO OFFERORS: 52.212-1 Instruction to Offerors Commercial Items/Services This clause applies in its entirety and there are currently no addenda to the provision.The provision at FAR 52.212-2 - Evaluation -- Commercial Items, applies to this acquisition.The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The lowest price technically acceptable (LPTA) process described in FAR 15.101-2 will be used, meaning the award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The technical evaluation will be a determination based on information furnished by the Contractor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. In order to be considered technically acceptable, Contractor responses must provide:All submissions shall be made in U.S. dollars.This clause applies in its entirety and there are currently no addenda to the provision.Proposals shall be submitted in two (2) separate volumes:Volume I TECHNICAL/MANAGEMENT PROPOSAL: - Inspection, Maintenance, Repairand Modification of Cranes, Hoists, and Lifting Devices W91ZLK-24-R-0016.1. The contractor shall demonstrate relevant experience, which the quote includes detailedresumes for all contractor personnel and contains the following: a. Training Certificates and Crane Inspector Certifications b. Work experience2. The work experience of all personnel meets the minimum requirements cited in the Statement of Work.3. All proposed personnel are US citizens. All personnel have the capability to qualify for ‘noescort required’ access badges.Personnel Qualifications: (Paragraph 2.1 thru 2.1.4, 5.1) 1. The contractor demonstrates that he has the capability of supplying replacement parts for equipment within the response times listed in the Statement of Work.2. Comprehension of work to be performed:a. The proposal demonstrates an understanding of the inspection and maintenance requirementsb. The proposal provides evidence to demonstrate availability of personnel and ability to respond to service calls and make repairs within the times specified in the solicitation. During the PPM,The Contractor shall be at the crane site ready to perform repair work within two (2) hours after notification by the COR that service is required. Response time for evenings, weekends and holidays shall be within four (4) hours.c. The Contractor shall include resumes of all key personnel.Volume II PRICE: Inspection, Maintenance, Repair and Modification of Cranes, Hoists, and Lifting Devices - W91ZLK-24-R-0016.Price proposals shall include Firm Fixed Pricing for one (1) base year and two (2) optional years, each a duration of twelve (12) months. The Price Volume shall clearly identify the proposed firm-fixed price unit prices with all estimated totals for CLINs.
