iSite Contract Management Portal (iSiteCMP)

NASA/LARC has a requirement to expand the use of its standardized contract administration tool, iSite Contract Management Portal (iSiteCMP) to a Center-wide site licensing agreement to include support services.NASA/LARC intends to purchase the service from MSM Group, Inc. of 22021 Brookpark Road, Fairview Park Ohio, 44126. It has been determined that MSM Group Inc. is the sole provider of iSiteCMP. It would take substantial duplication of resources and time for another source to provide the required service and this additional expense is not expected to be recovered through competition.The Government intends to acquire a commercial item and services using FAR Part 12.Provision for this JOFOC is made under the statutory authority of 10 U.S.C. 2304(c)(1).FAR Part 13.5 procedures are used under the statutory authority of 10 USC 2304(g)(4)which requires NASA to follow 41 U.S.C.1901(e).Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on 07/01/2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
