The bids must be filled out and signed as directed therein, sealed in an envelope plainly marked “MHS- Tennis Courts” addressed to the Office of the City Clerk, Searles Building, 41 Pleasant Street, Room 112, Methuen, MA 01844, and endorsed with the name and address of the bidder. Enclose one original and one copy of your bid. Sealed Bids must be received by the City Clerk no later Tuesday, March 26, 2024 @ 12:00 PM local time. Specifications and bid forms may be obtained on or after March 6, 2024 via download www.methuen.gov/purchasing. All potential bidders must be registered as a plan holder through this link.

The bid opening will be conducted in Methuen City Hall on the 3rd floor (Great Hall), 41 Pleasant Street, Methuen, MA 01844 on Tuesday, March 26, 2024 @12:00 PM. Each Bid must be accompanied by a bid security consisting of a BID BOND, or CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5 percent of the total bid price.This project is to be funded with monies made available through the American Rescue Plan Act (ARPA) and compliance with certain Federal provisions are required. Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder. The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids.The City reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the City. Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Workforce Development and the weekly payroll record submittal requirements under the provisions of M.G.L. c.30, 39M inclusive.
