The City is interested in a TSP solution based on Cellular-V2X
(C-V2X) technology and NTCIP 1211.The City currently operates an infrared based Opticom system for emergency vehicle (EV) pre-emption. The TSP solution shall operate in parallel with this existing EV pre-emption system. Pre-emption requests shall supersede any TSP priority request.The City intends to transition EV from the current Opticom pre-emption system to the same C-V2X solution in the future as part of a separate initiative. As such, this TSP solution shall be capable of managing and operating both pre-emption and signal priority requests.The key objectives for the City include:improve schedule adherence using TSP,improve customer satisfaction through improved reliability,a system that is scalable, manageable, future-friendly,a system that can operate concurrently with the IR Opticom system and support C-V2X EV Pre-Emption in the future, andthe ability to balance and manage mobility for all modes of transportation through flexible and customizable TSP parameters.The deployment of the TSP system will include:equipping the City’s transit fleet,signalized intersections, andall associated software needed for a complete TSP solution.The quantities procured in the upcoming years will be based on the City’s anticipated requirements, available budgets, as well as the success rate of the implemented solution and results achieved. The City intends to retain the successful Proponent (the “Vendor”) as a preferred supplier for all related future requirements including instruments for the remaining signalized intersections and potentially fire vehicles. The Vendor will be expected to provide a fully functioning TSP solution in accordance with the requirements of this RFP. To provide this, the following key tasks are anticipated:Project management and system design.Supply and delivery of all required equipment, parts, and accessories.Installation preparation and support.Testing.Training.Documentation.Warranty and support.
