The Spring NASCAR race will take place at Circuit of the Americas in Austin, Texas, which will be run by the Texas Motor Speedway organization. The Fall NASCAR race will take place at Texas Motor Speedway in Fort Worth, Texas. The Agreement is to provide marketing and promotional support for the Texas Lottery. The associated marketing and promotional support generated from this

agreement provide an opportunity for members of the public who might not typically purchase a lottery ticket to do so, because of the appeal and engagement provided by live sports and an on-site selling activation. The Texas Lottery intends to enter into a proprietary Promotional and Sponsorship Agreement with Texas Motor Speedway of Fort Worth for the 2023 Spring and Fall NASCAR races. The Spring NASCAR race will take place at Circuit of the Americas in Austin, Texas, which will be run by the Texas Motor Speedway organization. The Fall NASCAR race will take place at Texas Motor Speedway in Fort Worth, Texas. The Agreement is to provide marketing and promotional support for the Texas Lottery. The associated marketing and promotional support generated from this agreement provide an opportunity for members of the public who might not typically purchase a lottery ticket to do so, because of the appeal and engagement provided by live sports and an on-site selling activation. This solicitation is being advertised in accordance with the State Lottery Act (Tex. Gov't Code Ann. §§ 466.001 et seq.), as amended; the Texas Lottery's administrative rules (16 Tex. Admin. Code §§ 401.101 et seq.); and other applicable laws of the State of Texas. If a competing vendor believes it can satisfy these specifications, it should respond with its product and explain how the specifications will be adequately met.
