RFP #SHARC-482 - RIVERSIDECOUNTY SHERIFF CAPITAL IMPROVEMENT PROGRAM ANALYTICAL SOFTWARE SOLUTION

PURPOSE/background The County of Riverside Purchasing Department on behalf of the Riverside County Sheriff’s Department (RCSD) Project Management Office (PMO) is seeking proposals from qualified parties to provide an analytical software solution to assist with the development of the Sheriff's capital improvement program. Qualified companies should submit detailed proposals covering system functionality, experience, and abilities in implementing and maintaining a capital improvement program management system. Background: The RCSD annually develops a five-year to ten-year Capital Improvement Program (CIP). Capital projects for the Sheriff can be large in scale and scope and take multiple years to complete. Currently these projects are being managed with a variety of tools, without consistency across Department or Fund. The Sheriff would like to have a single source for managing capital projects that allows for centralized data collection and consistency in the quality of financial

control. An institutionalized and systematic process would also allow for data and knowledge retention and transfer beyond a project cycle or a particular individual. During the annual budget process an interdepartmental CIP Committee reviews CIP submissions and prepares funding recommendations for the Sheriff Manager. In developing the program, ongoing capital needs are funded from ongoing revenues while one-time projects are funded with one­ time monies. Most qualified Bidders selected to participate in the demonstrations will be notified no later than May 11th, 2023. 1.4 TENTATIVE DATE FOR AWARDING RFP Approximately 60 to 120 days after the RFP closes.
