The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Centers for Coastal Ocean Science (NCCOS) Business Support Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Petro49, to provide boat fuel on an as needed basis for the the NOAA Kasitsna Bay Laboratory Small Boat operation. The Kasitsna Bay Laboratory is located in south central Alaska, approximately 200 miles southwest of Anchorage, across from the city of Homer, on the south side of Kachemak Bay. KBL is off the main Alaska road system, but is connected by gravel road to the City of Seldovia. Access to KBL is by boat from Homer or by airplane to Seldovia and then by road to the facility. KBL is part of the National Centers for Coastal Ocean Science (Marine Spatial Ecology Division) of the National Ocean Service (NOS) of the National Oceanic and Atmospheric Administration (NOAA).KBL conducts small boat science surveys in support of NCCOS coastal ecosystem and climate change studies, and for oceanographic surveys under the Gulf Watch Alaska ecosystem monitoring program funded by the Exxon Valdez Oil Spill Trustee Council. KBL also operates small boats between the laboratory and Homer to support facility operations. KBL small boats have gasoline engines.
