INTENT TO SOLE SOURCECreditSights, Inc., SS-OFR-19-013The Bureau of the Fiscal Service, on behalf of the Office of Financial Research (OFR) and the Financial Stability Oversight Council (FSOC) intends to make award to CreditSights, Inc., 2 Park Avenue, 24th Fl, NEW YORK, NY, 10016, on a sole source basis, under authority of FAR 6.302-1, for a software license subscription to CreditSights. CreditSights, Inc., has been identified as the only source capable of providing the required content in an arrangement that suits the needs of OFR/FSOC.OFR/FSOC require an online subscription access to CreditSights proprietary Fundamental Research journals. The journals are critical in scope, content, and emphasis for current and on-going research in economics, finance and data analytics which supports research and analysis of in-depth coverage of the credit and bond markets. OFR/FSOC require the most-broad (in terms of industry sectors and analyst reports), unbiased (conflict of interest free), and
in-depth coverage of the credit and bond markets to meet their requirement needs.The journals must include:•Independent research reports from a firm whose principal business is research and performs no banking, trading or asset management functions which may bias its analyses. The firm must operate under an "investor-pay model" (i.e., a "conflict of interest free" model) where independent research for investors is the principal product.The reports must cover:•debt and equity markets, including analysis of underlying macroeconomic trends•multiple regions (e.g., US, Europe, Asia, etc.),•major sectors (financial, healthcare, services, etc.), and•major companies representing the widely-traded industries within the sectors.No solicitation package will be issued. This notice is not a request for competitive quotations; however, the Government will consider responses received by no later than 10:00 am (EST) on February 12, 2019.Responses shall be submitted electronically to

Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice.A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
