2022 Accessible Ramp Improvements

NOTICE TO BIDDERS Sealed Bids for the 2022 Accessible Ramp Improvements will be received by the City of Chesterfield Department of Public Services, 690 Chesterfield Pkwy W, Chesterfield, Missouri, 63017-0760 until 10:00 a.m. (prevailing central time) on Tuesday, February 7, 2023 be publicly opened and read aloud. The project consists of sidewalk removal and replacement, pavement replacement, seeding, property restoration and other incidental work. The awarded Contractor shall have 45 days from the date of Notice to Proceed to complete the project. Plans and contract documents are available for dowloading by clicking on the APPLY button. This activity is funded in whole or in part with Community Development Block Grant funds pursuant to Title I of the Housing and Community Development Act of 1974, as amended. All applicable federal regulations shall be in full force and effect. Be advised that contracts over $200,000 trigger Section 3 of the Housing and Urban Development Act of 1968.

Section 3 requires that economic opportunities generated by the expenditure of HUD funds be directed, to the greatest extent feasible, to low and moderate income persons via contracting, employment and training. All contractors and subcontractors working on this project will need to demonstrate compliance with Section 3 numeric targets and other applicable provisions. In cases where Section 3 compliance is not achieved, contractors and subcontractors must document good-faith efforts to comply . Not less than the Federalprevailing hourly rates of wages as found in the General Decision Number: MO20230001 1-6-2023 shall be paid to all workers performing work under this Contract. Bidders are informed that pursuant to Section 285.530, RSMo, as a condition of the award of any contract in excess of five thousand dollars ($5,000.00), the successful bidder shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Successful bidders shall also sign an affidavit affirming that they do not knowingly employ any person who is an unauthorized alien in connection to the contracted services. Contractors and sub-contractors who sign a contract to work on a public works project shall provide a ten (10) hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project. E ach bid must be accompanied by a cashier's check or certified check, or a Bid Bond executed by the Bidder and an approved surety company and payable to the City, in an amount not less than five percent (5%) of the sum total of the base bid. The City reserves the right to reject any and all Bids, to waive informalities therein, to determine the lowest and best bid as determined in the sole discretion of the City.
