Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Huachuca Division, DOC Operations Branch intends to award a noncompetitive sole source contract to Adacel Systems, Inc. 9677 Tradeport Dr, Orlando, FL 32827 to provide a Tower Simulator System for Air Traffic Control Maintenance, Libby Airfield at Fort Huachuca, AZ. To support the Department of the Army civilian Air Traffic Controllers proficiency, certification, rating, joint operations, and pre-deployment training. The MaxSim DMAX240-S system is a fixed base version of the US Army Common Simulator (ACS). The ACS contract was competitively awarded to Adacel by PMATC and runs through 2021. The fixed version is the same software is fully compatible and shares the same scenarios, airspaces and 3D visual databases with the Army ACS. No other systems will be compatible nor can be modified to sync with the current Fixed Base Precision Approach Radar (FBPAR) based on software exclusive licensing and adaptability of supported
visual data bases. Libby ATC provides very complex services to a variety of military and civil aircraft in varying airspace complexities to include daily integration of large predator UAS. The simulator will provide controllers with the tools necessary to improve situational awareness, decision making and management of mixed-traffic environments, effective communications, and workload management. It also provides the controller with the information and support required to manage air traffic in both a tactical and fixed-base environment. The tower simulator will ensure that civil and military operations, pre-deployment training, emergency readiness training, and controller situational awareness training are realistic and meaningful. Failure to furnish the tools necessary to provide a quality ATC training package in keeping pace with today's rapidly changing tower environment with the rapid proliferation and national integration of Army UAS, will seriously impair Army ATC mission support capabilities and constrain the overall efficiency of the Army as part of a worldwide ATC system. The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(d)(1)(B), as implemented by FAR 13.106-1 (b), Soliciting from a single source (1) for purchases not exceeding the simplified acquisition threshold.The North American Industrial Classification System (NAICS) code for this procurement is 541712This notice of intent is not a request for proposals or quotations and a solicitation will not be issued for this requirement. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. The Government will not pay for information submitted. A determination by the Government not to compete this procurement action, based on responses to this notice, is solely within the discretion of the Government.
