OPO intends to procure a brand name specification for HCL Lotus Domino Licenses in accordance with FAR 16.505(a)(4)(i). The exception is based on FAR 16.505(b)(2)(i)(B), only one source is capable of providing the Lotus Domino Licenses because the software is highly specialized and is a brand name item peculiar to the Original Equipment Manufacturer (OEM).The requirement is to procure the renewal of licenses and support for Lotus Domino Software. The brand name must be used to Support the OCFO Electronic Program Management Office (ePMO) system.  This system was designed, developed, and tested by General Dynamics Information Technology (GDIT) using HCL Lotus Domino environment formerly developed by IBM. ePMO uses the HCL Lotus Domino software for customization and support for the program management infrastructure to meet DHS OCFO business needs. HCL Lotus Domino is a key component of the ePMO system.Procuring an alternative product other than Lotus Domino Licenses would place the ePMO system at risk as well as significantly increase costs for OCFO. The use of other products could result in interoperability, compatibility, interface issues that would preclude the system’s support team from providing efficient and effective customer support.  Additionally, replacing the software would require a system replacement, funding the reconfiguration of the software to a comparable state, re-hosting the system in the data center, and ongoing operations and maintenance for the out-years.
