A. PURPOSE OF THIS REQUEST FOR PROPOSALS Sandoval County is accepting sealed proposals for a TradePort Corridor and Mobility Strategy Plan for Central New Mexico (NIGP Commodity Codes 96128, 96153). Responses will be accepted in the Finance Department, Attn: Leslie Olivas, Sandoval County Administrative Bldg, 1500 Idalia Road, Bldg. D 2nd Floor, P.O. Box 40, Bernalillo, New Mexico up to 3:00 p.m. (Mountain Standard Time) on December 6, 2022. Late submissions will not be considered. Sandoval County reserves the right to reject any and all responses. B. SANDOVAL COUNTY BACKGROUND Sandoval County is a Class A county located in central New Mexico. It covers over 3,700 square miles of both urban and rural areas with a population of approximately 148,800 people according the 2020 census. Sandoval County has a commission/manager form of government. The Board of County Commissioners consist of five members elected by voters within their respective districts. The County Manager is appointed by
the Commission to carry out policy and serve as chief administrative officer. C. SCOPE OF PROCUREMENT Existing plans, such as the New Mexico 2015 Freight Plan (and 2017 Addenda) together with the work to date on the 2045 New Mexico Freight Plan, extensively highlight the existing needs for freight infrastructure, safety, parking and service to the international ports of entry. Not since the 2016 Freight-Related Economic Development Opportunity Study has there been a Plan that highlights the potential for New Mexico to take strategic advantage of, and present a solution for, existing and anticipated supply chain problems. A Central New Mexico TradePort Corridor & Mobility (Autonomous Vehicles) Strategy/Plan would provide the research and actionable deliverables as a catalyst to a next-generation supply chain and manufacturing center that functions as an extension to the largest seaport complex in North America. Examples of what a Central New Mexico TradePort could offer are demonstrated by the California Inland Port and the industrial traffic solution of Loop 202 in Phoenix.
