21-32 Bay County H.G. Harders Recreation Complex Soccer Field Lighting Replacement Phase III

INTRODUCTION The Bay County Board of County Commissioners (County) seeks bids from qualified contractors to provide all labor, materials, equipment, tools, transportation and supplies required for the repair and/or replacement of athletic field lighting at the center soccer fields (Phase 3) damaged by Hurricane Michael at the H. G. Harder’s Recreational Complex located at 8110 John Pitts Road, Panama City, FL 32404. Work shall be completed in conformance with Exhibit 2 H2Engineering, Inc. Technical Specifications and Drawings. Approved products are Musco and Qualite. The project may be reimbursed by the Federal Emergency Management Agency (FEMA) as part of Disaster Recovery from Hurricane Michael FEMA Project No. DR-4399. It is imperative that Respondents examine and become familiar with the Public Assistance Program established by the Federal Emergency Management Agency (FEMA). Funding for the project may be made possible through this grant and is contingent on strict conformance to

the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA. Respondents will comply with the Federal Aid Contract Requirements shown at Exhibit 4. MANDATORY PRE-BID/SITE VISIT A Mandatory Pre Bid/Site Visit will be held at 9:00 am (CST) on Tuesday May 18, 2021 at the H. G. Harder’s Recreational Complex located at 8110 John Pitts Road, Panama City, FL 32404. Note: Bidders shall attend the site visit. Any bidder who fails to attend will be deemed non-responsive and automatically disqualified from further consideration. The purpose of this site visit is to familiarize bidders with the project. All bidders must be present and signed in prior to the start of the Mandatory Pre-Bid/Site Visit Meeting. The convener of the meeting will collect the sign in sheet(s) and the meeting will “Officially” start. Anyone not signed in at the “Official” start of the meeting will be considered late and will not be allowed to bid on the project. Please allow 10 to 15 minutes to sign in prior to the start of the Mandatory Pre-Bid/Site Meeting. In the event that any discussions or questions at the site visit or afterward require additional clarification the COUNTY will issue a written summary of questions and answers as an addendum to this Invitation to Bid. BID DEADLINE/DELIVERY SEALED BIDS for ITB NO: 21-32 Bay County H.G. Harders Recreation Complex Soccer Field Lighting Replacement Phase III will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11 th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (CST) Tuesday, June 8, 2021. Bids will be publicly opened immediately following the deadline. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening. Bids shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11 th Street, Suite 2500, Panama City, Florida 32401, no later than the bid deadline. Bidders should submit one (1) original bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time. The County will check the bids and notify the selected bidder at the earliest opportunity. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening.
