SYNOPSIS/PRESOLICITATION NOTICETHIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER A SMALL BUSINESS SET-ASIDE. This announcement constitutes only the pre-solicitation notice; bids will be requested, and a written solicitation will be issued on or around 06 January 2023. Bids will be due approximately 30 calendar days after the solicitation is posted. A solicitation will be issued as an INVITATION FOR BID (IFB). The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2005-101. All applicable provisions and clauses are included in the actual solicitation. The North American Industry Classification System (NAICS) code is 236220, and the small business size standard is $39,500,000.00. This solicitation is 100% set-aside to Small Business concerns. DESCRIPTION OF REQUIREMENT:The Government intends to issue a firm fixed price construction contract with a
Period of Performance (PoP) of 240 calendar days which includes weather delays. This is a 100% designed project. Full plans and specifications were completed in April 2018 by Kenneth Hahn Architects. These plans and specs are provided as attachments and incorporated as part of this RFP. The project involves the removal of most of the existing wood windows and replacing them with blast-resistant aluminum framing conforming to UFC 4-010-01. The existing north and south end walls of the Nave are a system of redwood framing and battens that has badly deteriorated. These walls will be replaced with blast-resistant aluminum framing and standing-seam metal wall panels in multiple widths and colors to try and replicate the existing aesthetic but in a more durable manner. The glazing for the aluminum frames in the Nave will encapsulate the existing stained-glass units in the air space of the insulated glazing unit. There are miscellaneous areas of rotting wood soffits, wall panels, beams and trim that will be replaced with various cement board products. The work also includes replacement of exterior lighting in a few limited locations.
