The ARRCH will enable rapid invention of transformational capabilities relevant to both the U.S. Air Force (USAF) and the U.S. Space Force (USSF) through the “agile pursuit of the most impactful research”, as referenced in the AF Science and Technology Strategy (AFSTS). The AFSTS directs Air Force science and technology (S&T) organizations to “enable the agility necessary for technological advances to rapidly evolve into transformational Air Force capabilities.” AFSTS Objective III calls for expanding the Air Force’s “scientific presence in innovation hotspots, funding research in universities and partnerships.” The ARRCH will be led by a Performer who demonstrates a validated record of research and development, business incubation/entrepreneurship, and workforce development. The Performer will enter into a cooperative agreement with the Air Force Research Laboratory (AFRL), and, with input from AFRL, will implement a concept of operations enabling full and substantive collaboration across a regional network of member nodes comprised of additional academic institutions, industry, venture firms, national laboratories, and other R&D organizations. This joint Performer-AFRL partnership will leverage their respective world-class research, personnel, and entrepreneurial programs to create a more physical and visible AF gateway that increases the discovery, innovation, and translation of technology of interest to the USAF and USSF.
