A limited source justification was approved on 15 July 2022.For the following reasons it is appropriate for the government to limit this acquisition to one source under authority of FAR 8.405-6:1.  BD Max is the only PCR analyzer that meets all essential characteristics.2.  IAW FAR 8.004 agencies are encouraged to satisfy the requirement through a FSS before considering commercial sources.3.  There is only one capable source (BD Diagnostics) that holds a schedule under VA FSS 66 III (Clinical Analyzers, Laboratories, Cost-Per-Test) in which PCR analyzers are available.4.  A cost-per-test contract delivers a substantial savings over the purchase of the PCR analyzer and consumables as demonstrated in a lease versus purchase analysis.5.  Only one source, BD Diagnostics (the OEM), was found to offer the BD Max system with a cost-per-test solution.  This procurement used a FSS and was solicited and awarded in accordance with FAR Subpart
