REQUEST FOR PROPOSAL TO PROVIDE COMPENSATION STUDIES Open Date: 12/08/17 10:00 AM Agency Requisition Number: 327-91865-171109 EMPLOYEES RETIREMENT SYSTEM OF TEXAS REQUEST FOR PROPOSAL TO PROVIDE COMPENSATION STUDIES The Employees Retirement System of Texas (“ERS”) will issue a Request for Proposal (“RFP”) seeking a qualified entity (“Respondent”) to provide Compensation Studies. The Respondent shall provide the level of services required in the RFP and meet other requirements that are in the best interests of ERS, its members, and the state of Texas (“State”). The Respondent shall be required to execute a contract (“Contract”) provided by, and satisfactory to, ERS for a period that begins upon execution of the Contract by ERS and extends through February 28, 2022. To access the RFP, email a request to ivendorquestions@ers.texas.gov with “Compensation Studies RFP” in the subject line. Upon receipt of the request, ERS will email

login credentials necessary to access the RFP. The RFP will include documents for review and response. RFP questions should be submitted to ivendorquestions@ers.texas.gov. When submitting questions, ensure the subject line of the email states “Compensation Studies RFP Questions”. The submission deadline for all RFP questions is scheduled for November 20, 2017, at 4:00 p.m. CT. ERS expects to complete the posting of RFP questions and answers on November 29, 2017, at 5:00 p.m. CT. Please review the RFP for specific deadlines. To be eligible for consideration, a Respondent is required to submit its RFP Proposal (“Proposal”) in accordance with the instructions set forth in the RFP. All Proposal materials shall be received by ERS no later than 10:00 a.m. CT on December 8, 2017. A Respondent wishing to submit a Proposal shall meet the criteria set forth in Section IV of the RFP. ERS reserves the right to rebid the RFP if deemed by ERS to be in the best interests of ERS, its members, and/or the State. ERS also reserves the right to reject any Proposal submitted that does not fully comply with the RFP’s instructions and criteria. ERS is under no legal requirement to execute a Contract on the basis of this notice or upon issuance of the RFP and will not pay any costs incurred by any Respondent in connection with the preparation of a Proposal. ERS also reserves the right to revise any provisions set forth in the RFP at any time prior to execution of a Contract where ERS deems it to be in the best interests of ERS, its members, and/or the State.
