N&NC/J7 CBRN Support

The modification to the current TO supporting HQ NORAD and USNORTHCOM J7 (N&NC/J7) with Chemical, Biological, Radiological and Nuclear (CBRN) Response Enterprise (CRE) Training, Evaluation & Exercise Program Support. These performance based services include provide non-personal services and CBRN response technical expertise in support of a broad range of CBRN planning, training, evaluation and exercise programs. Services include exercise planning and coordination, exercise development, and exercise control and exercise observations and evaluations; support for post-exercise assessment of joint CBRN Response Enterprise Confirmatory exercises regional exercises; program management of Deployment Readiness Exercise program to include coordination with the Services, scheduling, and execution observation of elements of the CBRN Response Enterprise; use and management of the Joint Training Information Management System (JTIMS), the Joint Capabilities and

Requirements Manager (JCRM); and support for inputs to development of the N-NC Joint Training Plan (JTP). This requirement extends TO FA2517-12-D-9000-0012 previously competed and awarded on TA2S to Intecon, LLC. with performance currently ending on 23 September 2017. Approval of this Fair Opportunity Exception will allow a modification to add an Option Period for up to six months extending the TO through 23 March 2018 IAW FAR 52.217-8, Option to Extend Services.
The current TA2S TO FA2517-12-D-9000-0012 has performed the base and four option years from 24 September 2012 through 23 September 2017, and this six month option period added by modification is required to extend it from 24 September 2017 through 23 March 2018. The current estimated price of the TO prior to the extension is $3,191,568.20. The modification will add Labor CLIN 5002 estimated to be priced at $11,504.00 per month for up to six months plus cost reimbursable Travel CLIN 5003 estimated at $78,000.00 for the entire extension period. Initially, the task order will only be extended through 30 November 2017. Total estimated increase to the TO with this modification if all six months are used is $69,024.00 firm fixed price labor, and $78,000 cost reimbursable travel for a total of $147,024.00 to be executed with Operations and Maintenance Funds.
