Issuing agency:County of Santa Clara, CASee other Bids by this agency Issuing department:PROCUREMENT DEPARTMENTSee other Bids by this department Bid Comments: The County of Santa Clara (County) is issuing this Request for Statement of Qualifications (RFSQ), which may also be referred to as a Request for Proposals (RFP), in search of vendors that have the necessary qualifications to provide Training Professional Services to work with the Learning Organization-Learning and Employee Development (LED) and County agencies to deliver training courses within the Training Categories listed in Appendix A. The County is seeking to establish contracts for a pool of training professionals specializing in a variety of areas. The pool will consist of multiple training professionals who are able and willing to partner to provide high quality services to County departments, and outside organizations and individuals working with the County, with the goal of enhancing the effectiveness of individuals

and organizations. For each category listed in Appendix A, the County intends to issue multiple contracts to multiple proposers who have been determined by the County to be qualified. The awarded non-exclusive contract will be for categories for which a proposer is deemed qualified. Providers issued a contract will be called for work on a task order basis, “if-and-as-needed” through competition among the qualified pool. Awarded contracts will not represent a commitment by County to the provider. Proposers may self-select and submit qualifications for all or specific training categories. Proposers should not be discouraged from proposing for a single subject of expertise, if applicable to the vendor. Submissions will be evaluated independently for each category and the number of categories proposed will not impact the evaluation process. Please refer to Section II, Project Scope and Requirements, for more details. Only one (1) submittal will be accepted. All submittals will be accepted electronically via the County’s solicitation management website, Periscope Holdings at https://www.periscopeholdings.com/s2g. No paper responses will be accepted by the County. This RFSQ will result in the creation of Qualified Pool of providers with approved categories. It is the County’s intent that the Qualified Pool will be maintained for a period of three (3) years with an option to extend for an additional two (2) years. It is also the County’s intent to update the Qualified Pool (QP), but not more frequently than once a year. At this time, the County may add categories, and reissue this RFSQ under a new solicitation number. Interested new vendors are invited to provide a response; providers already in the Qualified Pool will not need to reapply as Category Refresh or Value Add sourcing events will be conducted separately among Qualified Pool providers. Refer to the Rules of Engagement in Section II, Project Scope and Requirements. The County will manage or oversee the work done by Qualified Pool providers. Work conducted by providers may be for services administered by LED and/or services needed by County agencies and departments on behalf of their respective employees and clients. The County will hold a virtual pre-proposal conference on the date and time specified in Section III.A of this RFSQ. Attendance in the pre-proposal conference is highly recommended. Proposers must comply with the County's COVID-19 Vaccination Requirements and Health Orders and must submit the required documents during the course of the solicitation and award process, for: a. Non-mandatory onsite conferences, site visits, product demonstrations or any other event held at County premises, should vendors choose to participate, if applicable. b. The selected Contractor, upon notification of an intent to award, if applicable and per County’s sole determination.
