purpose of this Request for Proposal (RFP) # 58823020 is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicant to facilitate and execute a strategic visioning and comprehensive planning process for Iowa’s healthcare workforce. The Department is actively working to strengthen our capacity to address health inequities in Iowa. Health equityis defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. This project will implement a strategic plan focusing on Iowa’s healthcare workforce which takes special consideration to address health equity. Will the leadership task force and workgroups meet virtually or in person? 3. Will the contractor be responsible for recruiting members to join the leadership task force, workgroups, or town hall meetings? 4. Will the contractor be responsible for covering expenses for the community-based town hall meetings (e.g., meeting location, AV, etc.)? 5. Will the contractor be expected to design the plans policy briefs? 6. Will contractors with a physical presence in Iowa receive preference for the contract? 7. The RFP asks respondents to “include community partnerships and services the applicant has already developed and established” On page 23. Is this question asking about partnerships and services in Iowa or more broadly? 8. What does “geographical distribution” mean for purposes of this award? As stated on page 25 of the RFP.In the future please submit questions individually, thank you. 1. A contract was established with the awardee of RFP 58820008, which was awarded to Iowa Medical Society. 2. The leadership task force and workgroups can meet either virtually or in-person. Due to COVID-19, they have met virtually thus far. 3. The contractor will be responsible for recruiting members to join the leadership taskforce, workgroups, and town hall meetings, with consultation from the Department. 4. The contractor is responsible for expenses related to meeting logistics for the community-based town hall meetings, and can use the funding from this RFP for these expenses. 5. The contractor will be expected to design the plans policy briefs with consultation from the Leadership Task Force and the Department. 6.There is not a requirement to have a physical presence in Iowa. The contractor will be responsible though for establishing and maintaining relationships with organizations and stakeholders in Iowa that will be instrumental in the success of this initiative. 7. The applicant should describe the relevant partnerships that will make this project successful, including but not limited to healthcare workforce partnerships within Iowa. 8. Referring to the RFP, Section 1.04 Service Delivery Area: “The Service delivery is statewide for the State of Iowa.” Thus making the geographical distribution for Iowa, Statewide.08/03/2022According to page 4, Purpose, the purpose of this Request for Proposals is to solicit applications that will enable the Iowa Department of Public Health to select the most qualified applicant to facilitate and execute a strategic visioning and comprehensive planning process for Iowa’s healthcare workforce. Question: Does “Iowa’s healthcare workforce” refer to all healthcare workers in the state, or only to Iowa Department of Public Health staff?Iowa’s healthcare workforce refers to all healthcare workers in the state.08/03/2022On page 19, 2.02 Description of Work and Services, it states that successful applicants will “provide subject matter expertise to support the Department in leading the implementation of the Iowa Healthcare Workforce Strategic Plan.” Question: What type of subject matter expertise is Iowa Department of Public Health seeking? Is the Department seeking subject matter expertise specifically related to healthcare system management, social determinants of health outcomes, or strategic planning more generally?The Department is seeing subject matter expertise related to Iowa’s healthcare workforce, including the issues and challenges the workforce is facing. The successful applicant will need to have background regarding the landscape of Iowa’s healthcare workforce and the key stakeholders and organizations necessary to implement a healthcare workforce strategic plan.08/03/2022On page 19, 2.02 Description of Work and Services, it states that successful applicants will “establish and maintain a communication plan.” Question: What does maintaining a communication plan entail? Does this mean updating the plan over time or implementing all of the plan’s outlined activities?Maintaining the communication plan will entail both updating and implementing the plan’s outlined activities throughout the project period. Key stakeholders will also play a role in executing some of the activities in the communication plan but contractor will need to manage this collaboration.08/03/2022On page 19, 2.02 Description of Work and Services, it states that successful applicants will convene a leadership task force a minimum of two times, facilitate three workgroups a minimum of three times each, and facilitate a minimum of two community-based town hall meetings. Question: Which of these stated meetings would be expected to be conducted in-person?The leadership task force and workgroups can meet either virtually or in-person. Due to COVID-19, they have met virtually thus far. The two community-based town hall meetings would ideally be conducted in-person.08/03/2022On page 18, 2.01 Background, it states that Iowa is a predominantly rural state, which has unique implications for the challenges Iowans face in accessing healthcare services. Question: Would the activities outlined by this RFP specifically be targeting the healthcare workforce in rural communities, or communities across the state more broadly?The activities outlined by this RFP are targeting both healthcare workforce in rural communities and communities across the state more broadly. Question: Is the leadership task force the only opportunity for the offerer to engage Iowa Department of Public Health leadership? If not, what other opportunities exist to engage Iowa Department of Public Health leadership?The successful applicant will continuously engage with Iowa Department of Public Health leadership throughout the entire project period. The leadership task force is composed of a wide variety of stakeholders representing organizations across Iowa that play a key role in addressing healthcare workforce issues.
