Page 4 of 4 REQUEST FOR INFORMATION / SOURCES SOUGHT SYNOPSIS The Department of Veterans Affairs Network Contracting Office (NCO) 19, Rocky Mountain Acquisition Center (RMAC) is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in, and the resources to support this requirement for Website, Promotional, and Technical Support for the The Rocky Mountain Mental Illness Research Education and Clinical Center (MIRECC) for Suicide Prevention. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541613 Marketing Consulting Services Small Business Size Standard: $16.5 Million . This is a request for information and sources only, which may or may not lead to a future solicitation! This is not a solicitation. This request for capability information does not constitute a request for
proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Funding has been awarded to RM MIRECC to improve suicide risk assessment and management service delivery for Veterans through the dissemination of evidence-informed suicide prevention strategies. The purpose of this SOW is for RM MIRECC to solicit proposals for contracted services (contractor) from qualified marketing companies to develop and produce Suicide Risk Management (SRM) and/or Clinical Practice Guidelines (CPG) products, support the SRM lecture series, maintain SRM and CPG websites and report on SRM and CPG website metrics for a one-year campaign with the goals of: Supporting further dissemination of SRM and its related resources, including the SRM lecture series and updated CPG. Providing regular updates to the field regarding examples of implementation of the CPG and updating the site once the next CPG is released The contractor will work directly with the center staff to develop and implement a Marketing Campaign that builds on the current National Center for Veterans Financial Well-Being brand identity and marketing efforts while introducing new, innovative, and effective ideas that will increase awareness of the National Center for Veterans Financial Well-Being as a hub for Veterans to access financial resources and tools. The contractor is expected to advise National Center for Veterans Financial Well-Being on best practices that ensure that target audiences understand and can readily use the website of the National Center for Veterans Financial Well-Being. The contractor s scope of work for the Marketing Campaign will include: Web Development (design, navigation; updates); Creative Development of Brand Identity (logo, graphic design and messaging); Promotional Content Development and Production (videos, infographics); Market Analysis and Plan (social media, web, print, email, direct mail and mobile); BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made.
