href="mailto:j_leard@ci.lompoc.ca.us">j_leard@ci.lompoc.ca.us Bids to Owner's Agent Description Scope of Services Proposers must provide a specific, well-developed scope of work for all tasks and are expected to incorporate their own expertise into the scope and propose modifications they deem necessary or advisable. The consultant should include tasks for coordinating with local stakeholders to identify, analyze, and prioritize roadway safety improvements within the City of Lompoc. The scope of services shall include performing all work necessary to produce a LRSP which is complete, thorough, tailored to the City of Lompoc’s needs and issues, and compliant with all applicable requirements and standards. Recommended safety projects from the LRSP should follow the standards and guidelines established in the following documents: • 2020-2024 California Strategic Highway Safety Plan • 2020 Caltrans Local Roadway Safety, a manual for California’s Local Road Owners • Highway Safety Manual, American Association of State Highway Transportation Officials • California Manual on Uniform Traffic Control Devices The plan shall also be consistent with Federal and State project funding requirements, particularly, the State of California Highway Safety Improvement Program (HSIP) requirements. The LRSP recommended safety projects shall be designed to address safety concerns for all modes of transportation and successfully satisfy requirements and expectations related to eligibility for future HSIP funding. The LRSP shall be structured as a living document that can be continually reviewed and updated to reflect changing local needs and priorities. Other Details The Consultant shall utilize duly licensed and experienced professionals to carry out the necessary duties and responsibilities, including, but not limited to the services described above and the following: 1. Project Kickoff Meeting a. Establish purpose and goals. b. Identify stakeholders. c. Define how safety problems will be identified. d. Outline how the LRSP will be monitored and updated. 2. Stakeholder Outreach a. Prepare materials for up to 3 stakeholder meetings. b. Organize meetings and/or other communication means for stakeholder input and feedback. c. Establish goals and priorities in coordination with the City and stakeholders. 3. Public Outreach a. Prepare materials and set up booth/table for public outreach activity at one Old Town Market event this summer. Event occurs every Friday from July 7 to August 12. Attend at least one of these events, preferably Public Safety Night on August 11, 2023. b. Prepare materials and create an interactive map, such as Social Pinpoint, and survey for online dissemination and public outreach data collection. 4. Compile collision, traffic, and roadway data and perform a systemic safety analysis Work with the City and stakeholders to compile relevant safety data and organize the information into categories that highlight areas of concern. Collect and review collision data going back 10-years and incorporate into the LRSP. Possible Categories: a. Roadway/Intersection characteristics b. Vulnerable users (pedestrians, bicyclists, senior citizens, etc.) c. Special vehicles (bicycles, trucks, buses, etc.) d. Collision types e. Time of day The plan shall also be consistent with the following planning documents: a. 2010 City of Lompoc Traffic Safety Evaluation (Linked in RFP Doc) b. Circulation Element Update (Linked in RFP Doc) c. 2020 City of Lompoc Pedestrian and Bicycle Master Plan (Linked in RFP Doc) d. 2023 Santa Barbara County Active Transportation Plan e. 2022 Caltrans District 5 Active Transportation Plan 5. Countermeasure Assessment and Plan Recommendations The LRSP should identify areas of concern related to causes of fatal and serious injury collision types on local roads. The plan should also identify any outliers or collision trends that are specific to Lompoc. a. Identify countermeasures that correlate to each goal or priority. f. Identify costs and benefits for each countermeasure to satisfy the safety goals identified. g. Identify areas of concern, outliers, and collision trends. h. Recommend improvements at specific collision locations, corridors, and intersections as well as systemic improvements that can be implemented city-wide. Notes The LRSP report should summarize the needs identified, the safety goals, emphasis areas, and a prioritized list of improvements or activities and funding opportunities. Additionally, the LRSP report can identify responsibilities and resources to carry out the plan. Items that may also be documented include the stakeholders and process used to develop the plan, successes realized through similar past or current efforts, and obstacles or challenges related to implementation. The LRSP Report should include steps on how the plan will be evaluated for effectiveness and relevance over time and identify how it could be adjusted periodically or as needed.
