Cherokee National Forest Road Maintenance & Minor Construction IDIQ

This is a Presolicitation notice being released pursuant to Federal Acquisition Regulation (FAR) Part 5.The USDA Forest Service (FS), East Zone, has a requirement for a Multiple Award Indefinite Delivery/Indefinite Quantity Contract (IDIQ) for civil engineering annual road maintenance services and minor construction projects on the Cherokee National Forest in eastern Tennessee. These construction services are primarily annual road maintenance services and related repair. Work orders however may also include other minor road related construction work typically performed by road construction and excavation type contractors. The work performed may include new work, additions, alterations, or maintenance and repairs. The IDIQ will allow for services to be ordered by the Government as needed and required. The primary NAICS code is 237310 Highway, Street, and Bridge Construction. Other NAICS codes that may be applicable are 237110 Water and Sewer Line and Related Structures Construction and

237990 Other Heavy and Civil Engineering Construction. The small business size standard is $39.5 Million.Request for Proposal (RFP) for this acquisition will be released on or about February 13, 2023 and will close approximately 30 days later. This acquisition will be completed as a 100% Total Small Business Set-Aside.Individual task orders may be issued up to $250,000. Task Orders for construction over $35,000 will require Performance and Payment Bonds.This Presolicitation Notice does not commit the Government to contract for any supply or service. Respondents are advised that the United States (U.S.) Government will not pay for any information or administrative cost incurred in response to this Presolicitation Notice. All costs associated with responding to this Presolicitation Notice will be solely at the responding party's expense. Please be advised that all submissions become Government property and will not be returned. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract.
